The Borough Council of the Borough of Freedom,
County of Beaver and Commonwealth of Pennsylvania does ordain that
the Zoning Ordinance of the Borough of Freedom shall be made in accordance
with the Comprehensive Plan of the borough and thereby strive to achieve
the objectives therein, including the protection of property values;
development of physical resources; protection and promotion of the
economic well-being of the community; and creation of a pleasant,
safe, healthy living environment and, further, will be designed to
lessen congestion in the streets, to secure safety from fire, panic
and other dangers, to promote health and the general welfare, to provide
adequate light and air, to prevent the overcrowding of land, to avoid
undue concentration of population and to facilitate the adequate provision
of transportation, water, sewerage, schools, parks and other public
requirements. Such regulations shall be made with reasonable consideration,
among other things, to the character of the district and its peculiar
suitability for particular uses and with a view to conserving the
value of buildings and encouraging the most appropriate use of land
throughout the Borough of Freedom. This chapter is inclusive zoning
in that no use may be operated in a district unless it is specifically
listed as a use by the right for that district.
