their adoption by the Borough Council, shall be the duly constituted
rules and regulations of the Police Department.
D. Prepare and post duty schedules for all full-time
police officers, including the Chief of Police. Such duty schedules
shall be so designated and implemented to the effect the following:

the number of full-time police officers employed by the Borough.

and all statutes effective in the Borough and to preserve order and
prevent infractions of the law and to arrest violators. Every member
of the Police Department is hereby declared to be a conservator of
the peace.

to a higher class except in accordance with the requirements of the
rules and regulations of the Civil Service Commission, the Police
and Fire Committee and the Borough Council. Neither shall any member
of the Police Department be demoted except in accordance with the
provisions of the Civil Service Act of the Commonwealth of Pennsylvania.
The Chief of Police and all members of the Police
Department shall be under the supervision of the Mayor, who shall
have, in addition to other powers, the power, for cause and without
pay, to suspend any member of the Police Department until the succeeding

or reinstate with pay such policeman.
Nothing set forth in §§
27-1 through
