A. As used in this Article, the following terms shall have
the meanings indicated:
PERSON
Includes any natural person, partnership, association, firm or corporation.
B. In this Article, the singular shall include the plural,
the plural shall include the singular, and the masculine shall include the
feminine and the neuter.
It shall be unlawful for any person to keep any pig or hog at any place
within the Borough of Youngwood except with special permission of the Borough
Council. Such permission shall be granted only upon the following conditions:
A. Such pig or hog shall be kept in a pen or shelter, which
pen or shelter shall be not less than 300 feet from any residential dwelling
occupied otherwise than by the person owning or keeping such pig or hog.
It shall be unlawful for any person to keep any horse, cattle, goats
or sheep at any place within the borough except with special permission of
the Borough Council. Such permission shall be granted only upon the following
conditions:
A. Such horse, cattle, goats or sheep shall be kept in a
pen, shelter or other proper enclosure, which pen, shelter or other proper
enclosure shall be not less than 150 feet from any residential dwelling occupied
otherwise than by the person owning or keeping such horses, cattle, goats
or sheep.
A. No person, firm or corporation shall keep any chickens
or other fowls at any place within the Borough of Youngwood except with special
permission of the Borough Council. Such permission shall be granted only upon
the following conditions:
(1) Such chickens or other fowls shall be kept in good condition,
healthy, clean and free from disease.
(2) Pens or coops shall be provided for all chickens or other
fowls, and no chickens or other fowls shall be kept in any cellar or part
thereof or shall be permitted to run at large.
(3) No pen or coop shall be located within 150 feet of any
dwelling, street or alley.
(4) All pens and coops shall be kept clean and free from
vermin and shall be dry, airy, well lighted and not overcrowded.
(5) All refuse, food and excrement shall be removed as often
as necessary to prevent odors from developing therefrom.
B. Any permission granted by the Borough Council under this
section may stipulate the maximum number of chickens or other fowls that may
be kept upon any premises thereunder and may be revoked at any time when any
of the conditions hereof are not complied with.
Any person who shall violate any provision of this Article shall, for
each and every such violation, upon conviction thereof, be sentenced to pay
a fine of not more than $300 and costs of prosecution, and, in default of
payment of such fine and costs, to imprisonment in the county jail for not
more than 30 days. Each day's violation of any provision of this Article
shall constitute a separate violation.

The following terms, whenever used in this Article, have the meanings
indicated in this section, except where the context indicates a different
meaning:
DOG
Any member of the canine genus.
OWNER
Any person, group of persons, firms or corporations owning, keeping
or harboring a dog or dogs or other animals.
PERSON
Any natural person, corporation, partnership or association.
No person shall keep or harbor any dog, cat or other animal in the borough
so as to create offensive odors, excessive noise or unsanitary conditions
which are a menace to the health, comfort or safety of the public or otherwise
permit the commission or existence of a nuisance as defined hereinafter.
Any dog, cat or other animal, which by frequent and habitual barking,
howling, screeching, yelping or baying, or in any way or manner, injures or
disturbs the quiet of any person or the community, or which disturbs or endangers
the comfort, repose or health of persons, is hereby declared to be committing
a nuisance. It shall be unlawful for any owner or person having custody of
such animal to harbor or permit it to commit such a nuisance.
Any dog, cat or other animal which scratches, digs or defecates upon
any lawn, tree, shrub, plant, building or any other public or private property,
other than the property of the owner or person in charge or control of such
animal, is hereby declared to be a nuisance.
No person being the owner or in charge or control of any dog, cat or
other animal shall allow or permit such animal to commit a nuisance on any
borough, park, borough property or other public property, or upon any private
property other than that of the owner or person in charge or control of such
dog, cat or other animal without the permission of the owner of said property.
Where the owner or person in charge or control of such animal immediately
removes all feces deposited by such animal and disposes of the same in a sanitary
manner, such nuisances shall be considered abated.
Persons with defective eyesight or hearing while relying upon a dog
specifically trained for these purposes shall be exempt from the operation
of this Article.
Any owners of a dog, cat or other animal who violates any provision
of this Article shall, upon conviction, be subject to a maximum fine of $300
and costs of prosecution for each offense and, in default of payment of such
fine and costs, imprisonment in the county jail for a term not to exceed 30
days.
