As used in this chapter:
BOROUGH EMPLOYEES
Any person who is employed by the Borough of Ramsey and present
at Borough Hall in furtherance of their employment. This term shall
also refer to elected officials, appointed officials and volunteers
holding an office or position established by New Jersey statute or
ordinance, provided such persons are present at Borough Hall in furtherance
of the duties of their office or position.
OPERATOR
A person who is in actual physical control of a vehicle or
who causes a vehicle to be operated, whether the owner thereof or
his agent, employee, licensee or invitee.
OWNER
A person who holds the legal title of a vehicle or in whose
name a vehicle is currently registered or was last registered with
the Department of Motor Vehicles of the State of New Jersey.
PARKING ENFORCEMENT ATTENDANT
A person or persons employed by the Borough to enforce the
provisions of this chapter and to collect all fees from parking meters.
PARKING METER
Any mechanical device or meter placed or erected for the
regulation of parking by authority of this chapter.
PARKING METER SPACE
Any space within a parking meter zone which is duly designated
for the parking of a single vehicle, by lines painted or otherwise
durably marked on the surface of the pavement.
PERSON
Any person, firm, partnership, association, corporation,
company or organization of any kind.
RESIDENT STICKER
A sticker issued by the Clerk of the Borough available to
residents of the Borough of Ramsey, for use wherever entrance to or
use of any Borough facility is limited to motor vehicles operated
by residents of the Borough.
VEHICLE
Every device in, upon or by which a person or property is
or may be transported upon a highway, except devices moved by human
power or used exclusively upon stationary rails or tracks.

The tracts and parcels of land owned, leased,
used by easement or licensed by the Borough situated, lying and being
in the Borough of Ramsey, County of Bergen, and State of New Jersey,
hereinafter particularly described, are hereby dedicated as municipal
parking lots:
a. The area commonly referred to as the "Erie Plaza Train
Station" which area is located on the west side of New Jersey Transit
railroad tracks and which area is accessed from Main Street and Maple
Street. For the purposes of this chapter, this lot shall henceforth
be referred to as "Lot A."
b. The area commonly referred to as the "New Jersey Transit
Mechanic Street Train Station Parking Lot" which area is located on
the east side of the New Jersey Transit railroad tracks and which
is accessed from Mechanic Street and Prospect Street. For the purposes
of this chapter, this lot shall henceforth be referred to as "Lot
B."
c. The area commonly referred to as the "Borough Mechanic
Street Train Station Parking Lot" which area is located on the east
side of the New Jersey Transit railroad tracks and which is accessed
from Mechanic Street and Prospect Street. For the purposes of this
chapter, this lot shall henceforth be referred to as "Lot C."
d. The area commonly referred to as the "Federal Parking
Lot" which area is located on the west side of the New Jersey Transit
railroad tracks and which is accessed from North Central Avenue. For
the purposes of this chapter, this lot shall henceforth be referred
to as "Lot D."
e. The area commonly referred to as the "Municipal Building
Parking Lot" which area is located to the rear of the Municipal Building
and which is accessed from Shuart Lane. For the purposes of this chapter,
this lot shall henceforth be referred to as "Lot E."
f. The area commonly referred to as the "Fire Department,
Rescue Squad, Ambulance Corps Parking Lots" which areas are located
off of South Island Avenue and Prospect Street and which are accessed
from South Island Avenue and Prospect Street. For the purposes of
this chapter, this lot shall henceforth be referred to as "Lot F."
g. The area commonly referred to as the "Borough Garage
West Side Parking Lot" which area is located on the west side of the
New Jersey Transit railroad tracks and which is accessed from Main
Street and Maple Street. For the purposes of this chapter, this lot
shall henceforth be referred to as "Lot G."
h. The area commonly referred to as the "Borough Police
Station Parking Lot" which area is located at the corner of North
Central Avenue and School Street and which is accessed from School
Street. For the purposes of this chapter this lot shall henceforth
be referred to as "Lot H."
i. The area commonly referred to as the "September 11 Memorial Lot,"
which area is located on the west side of Gertzen Plaza 525 feet from
its intersection with North Central Avenue and which is accessed from
Gertzen Plaza. For the purpose of this chapter, this lot shall henceforth
be referred to as "Lot I."

a. Mechanic Street on the west side from a point 20 feet
south of the northerly driveway of the westside commuter lot to a
point 58 feet south and on the west side from a point 90 feet south
of the southerly driveway of the westside commuter lot to the entrance
to Spruce Run.

For the purposes of this chapter, this parking
area shall be henceforth referred to as "On-Street Parking Area 1."

b. Prospect Street on the north side from a point 138
feet west of the northwest curbline of South Spruce Street to Mechanic
Street, and on the north side from a point 50 feet east of the northeast
curbline of South Spruce Street for a distance of 40 feet east.

Prospect Street on the north side from a point
directly opposite the westerly corner of the intersection with Canterbury
Drive to a point 90 feet east of the northeast curbline of South Spruce
Street except for areas designated by appropriate markings as no parking
areas.

Prospect Street on the south side, from South
Spruce Street to Mechanic Street.

For the purpose of this chapter, this parking
area shall be henceforth referred to as "On Street Parking Area 2."

c. South Spruce Street on the south side from a point
62 feet east of the southeast curbline of Mechanic Street to South
Spruce Street, and on the west side from a point 25 feet south of
the southwest curbline of Prospect Street in a southerly direction
to Spruce Run and on the west side from a point 152 feet south of
the southwest curbline of East Main Street in a southerly direction
to Prospect Street.

For the purposes of this chapter, this parking
area shall be henceforth referred to as "On-Street Parking Area 3."

Notwithstanding anything to the contrary contained
herein, parking without a resident sticker shall be allowed on the
west side of South Spruce Street between Prospect Street and East
Main Street after 10:00 a.m. for a period not to exceed two hours.

d. School
Street from a point 25 feet west of North Central Avenue continuing
west a distance of 101 feet. For the purpose of this chapter, this
parking area shall be henceforth refereed to as "On-Street Parking
Area 4."

a. With regard to Lot A, parking is permitted only by
Ramsey residents possessing and displaying a current resident sticker.
This regulation, however, shall not apply to the parking of vehicles
on Saturdays and Sundays. Notwithstanding the aforementioned, only
patrons of the commercial establishments facing the train station
may park in the parking spaces designated for patron parking for a
period not exceeding one hour.
b. With regard to Lot B, parking is permitted by any
person subject to payment of the applicable parking meter fee. This
regulation, however, shall not apply to the parking of vehicles on
Saturdays and Sundays.
c. With regard to Lot C, parking is permitted only by
Ramsey residents possessing and displaying a current resident sticker.
This regulation, however, shall not apply to the parking of vehicles
on Saturdays and Sundays.
d. Lot D.
1. With regard to Lot D, parking is permitted only by
Ramsey residents possessing and displaying a current resident sticker.
This regulation, however, shall not apply to the parking of vehicles
on Saturdays and Sundays.
2. Notwithstanding Subsection 8-3.1d1 above, the Borough
Administrator shall designate up to 87 parking spaces for use by Borough
employees and persons conducting businesses within the Borough Municipal
Building in Lot D.
3. Notwithstanding Subsection 8-3.1d1 and 2 above, the
Borough Administrator shall designate up to 50 parking spaces for
use as four-hour-limit shoppers' parking between the hours of 10:00
a.m. and 5:00 p.m., Monday through Friday in Lot D.

e. With regard to Lot E, parking is permitted only by
Borough employees and persons conducting businesses within the Borough
Municipal Building. This regulation, however, shall not apply to the
parking of vehicles on Saturdays and Sundays.
f. With regard to Lot F, parking is permitted at the
following locations only by persons on Fire Department, Rescue Squad
or Ambulance Corps business and vehicles parked in such locations
shall display a current Borough of Ramsey identification sticker issued
by the Borough Clerk or municipal government license plate:
1. On the curb adjacent to Fire Headquarters from a point
16 feet west of the westerly curbline of South Island Avenue to a
point 91 feet westerly thereof;
2. On the curb 84 feet north of the northerly side of
Fire Headquarters and 12 feet west of the westerly curbline of South
Island Avenue to a point 105 feet westerly thereof;
3. At the Rescue Squad Building 48 feet from the westerly
curbline of South Island Avenue westerly 110 feet along the southerly
side of the Rescue Squad Building;
4. At the Rescue Squad Building 18 feet from the northerly
curbline of Prospect Street northerly 126 feet to the southerly side
of the Rescue Squad Building;
5. At the Rescue Squad Building at its southern entrance/exit
driveway from the westerly curbline of South Island Avenue westerly
117 feet to the northwest corner of the Ambulance Corps building for
a width of 75 feet;
6. At the Ambulance Corps Building six feet from the
northerly curbline of Prospect Street northerly 81 feet to the northerly
side of the Ambulance Corps Building;
7. At the front of the Ambulance Corps Building entrance
from a point six feet north of the northerly curbline of Prospect
Street for a width of 25 feet.
g. With regard to Lot G, parking is permitted only by
Borough employees and persons conducting business within the westside
Borough garage building.
h. With regard to Lot H, parking is permitted only by
Borough employees and persons conducting business within the Borough
Police Station.
i. Notwithstanding Subsections
8-3.1a,
8-3.1c, and
8-3.1d above, the following provisions shall apply:
1. Employees of commercial establishments and other businesses
located in the B-1 Central Business District and B-1A Business District
as depicted on the Zoning Map of the Borough of Ramsey shall be permitted
to park in Lots A, C, and D, provided they display in the rear window
of their vehicles a valid employee parking placard.
(a)
Employers located in the B-1 Central Business
District and B-1A Business District may obtain employee parking placards
by making application for same to the Borough Clerk using a form approved
by the Borough Clerk.
(b)
The annual fee shall be $25 per placard, and
each qualified employer shall be limited to a maximum of 10 such placards.

(c)
The employee parking placard shall be valid
for up to a twelve-month period, running from August 15 of a calendar
year to August 14 of the next calendar year, the same period of validity
for resident stickers.
(d)
Employee parking placards shall be issued by
the Borough Clerk only to qualified employers who complete the application
form and pay the required fees. It shall be the responsibility of
the employer to issue the placards to his or her employees and to
retrieve the placards when an employee leaves his or her employ. A
placard may be reissued by an employer to a new employee during the
period of its validity.
(e)
Upon making application for employee parking
placards for a subsequent twelve-month period, an employer must return
or account for all previously issued placards.
2. Ramsey residents may obtain from the Borough Clerk
a one-day parking permit for Lot A, C, or D, which permit shall entitle
the resident to park in said lot for a designated twenty-four-hour
period. A resident may obtain up to 12 such one-day permits during
any calendar year; thereafter the $15 resident sticker must be purchased.
3. Vehicle parking shall be permitted in Lots A, C, and
D by any person, without regard to residency, permits or placards,
on any day from 5:00 p.m. to 2:00 a.m. and all day on Saturdays, Sundays,
and federal or New Jersey state holidays, except from 2:00 a.m. to
6:00 a.m.
j. With regard to Lot I, one-hour-limit parking is permitted only for
persons visiting the Borough's 9/11 Memorial and for handicapped parking.
Non-handicapped parking is not permitted for Finch Park recreational
activities.

With regard to On-Street Parking Area 1, On-Street
Parking Area 2, and On-Street Parking Area 3, parking is permitted
only by Ramsey residents possessing and displaying a current resident
sticker.
With regard to On-Street Parking Area 2, Ramsey
High School staff and students shall also be permitted to park there
during the school year, provided they display in the vehicle rear
window a valid RHS parking permit. RHS parking stickers may be issued
by the Ramsey High School principal or his designee, following whatever
procedures he or she deems appropriate, for use only during each particular
school year. New permits must be issued for subsequent school years.
Possession of a RHS parking permit does not guarantee the availability
of a parking place. Parking places in On-Street Parking Area 2 are
available to RHS staff and students as well as Ramsey residents possessing
a resident sticker on a first-come, first-served basis. There may
not be enough spaces to accommodate all who wish to park on any given
day.
Vehicle parking shall be permitted in On-Street
Parking Areas 1, 2 and 3 by any person, without regard to residency,
permits or placards, on any day from 5:00 p.m. to 2:00 a.m. and all
day on Saturdays, Sundays, and federal or New Jersey state holidays,
except from 2:00 a.m. to 6:00 a.m.
With regard to On-Street Parking Area 4, this area is designated
as parking for police headquarters only.

a. Parking is not permitted on Lot A, Lot B, Lot C, Lot
D and Parking Area 1, Parking Area 2, and Parking Area 3 on any day
from 2:00 a.m. to 5:00 a.m.; provided, however, that a resident of
the Borough or a taxpayer of the Borough may park in such lots and
areas during the aforesaid time on an emergent or temporary basis
upon obtaining a permit from the Borough Police Department.
b. A vehicle shall only be parked in a prescribed parking
space and such vehicle shall be parked completely within the lines
delineating the prescribed parking space.
c. No vehicle shall be parked in a designated handicapped
parking space unless the operator of the vehicle who is physically
driving the vehicle qualifies as a handicapped driver and the vehicle
has displayed on it the appropriate documentation required by Title
39 of the Revised Statute of New Jersey designating such vehicle as
a handicapped vehicle.

The Borough shall issue resident stickers. Any
resident of the Borough of Ramsey desiring to park in Lot A, Lot C,
Parking Area 1, Parking Area 2, or Parking Area 3 may apply for a
resident sticker by making application to the Borough Clerk's office.
No more than four resident stickers shall be issued to any household
per year. Upon satisfactory proof to the Borough Clerk establishing
residency, the Borough Clerk shall issue to such resident a resident
sticker for each specifically approved vehicle. All resident stickers
shall be issued for a period of one year from August 15 to August
14. Such resident stickers shall not be transferable, and the issuance
of same shall not guarantee that a parking space will be available
for the resident. The resident sticker shall be clearly displayed
on the lower right rear window of the vehicle for which it was issued
and shall contain the registered license plate number of such vehicle
as issued by the Department of Motor Vehicles. In the event a resident
sells the motor vehicle to which the resident sticker is affixed,
the sticker must be returned to the Borough Clerk's office prior to
the issuance of a replacement sticker for the new motor vehicle. There
shall be $2 charge for replacement of a lost sticker.

The fee for a resident sticker shall be $50
per year or for any portion thereof for the first vehicle and $25
per year or for any portion thereof for each additional vehicle in
the same household.

The installation and operation of parking meters
on Lot B and Lot D is hereby authorized and approved and the fee for
parking on Lot B and Lot D is $3 per day. Payment for parking shall
be required Monday through Friday from 5:00 a.m. to 6:00 p.m. excluding
holidays.

The Borough shall employ as many parking enforcement
attendants as it deems necessary to enforce the provisions of this
chapter and to collect all fees from parking meters. The compensation
to be paid to the Parking enforcement attendant shall be set by the
governing body. The parking enforcement attendant shall be under the
supervision of the Borough's Director of Public Safety and the Borough
Administrator. The hours and days to be worked by the parking enforcement
attendant shall be set by the Borough Administrator.

The parking enforcement attendant shall enforce
the provisions of this chapter and in connection therewith shall complete
and issue summons/complaints for violations of this chapter and shall
further assist in the prosecution of violations including attendance
at all required Court proceedings.
The parking enforcement attendant shall collect
all data and monies from parking meters and immediately deliver same
to the Borough Treasurer.
The parking enforcement attendant shall at all
times while performing his duty wear the uniform furnished to him
by the Borough and such uniform shall identify the parking enforcement
attendant's function and shall include a hat, badge, and an insignia.

The provisions of this chapter shall at the
discretion of the Borough's Public Safety Director also be enforced
by members of the Borough Police Department.

For a violation of any of the provisions of
this chapter, an offender shall be liable to a penalty of not more
than a fifty-dollar fine or imprisonment for a term not exceeding
15 days, or both. In addition to the aforementioned penalty, if any
vehicle is parked in any municipal parking lot or on-street parking
areas in violation of any of the provisions of this chapter, the Police
Department may cause such vehicle to be removed to such place as is
designated by the Borough Director of Public Safety. The owner or
operator of any vehicle so removed shall pay the reasonable cost and
expense of such removal and storage which may result therefrom, and
any person desiring to reclaim such vehicle may do so by paying the
expense of such removal and storage.
