The Borough of Bell Acres finds that it is in the public interest to regulate the design, location and construction of access driveways in such a manner so as to facilitate the safe and unobstructed movement of vehicular traffic on Borough roads.
Any person desiring to construct or lay out an access driveway shall make application to the Borough for approval of the location, design and mode of construction of such driveway and for permission to proceed. Application forms will be available at the Borough Secretary/Treasurer's office to any applicant upon request. The construction of the proposed driveway shall not be started prior to written approval by the Chairman of the Public Works Committee.
There shall be installed under a driveway which abuts a Borough road or street drainage pipe having a minimum diameter of 15 inches.
A flat or level area of approximately four feet in length in said driveway shall be provided between the private property and the point where the driveway intersects the cartway.
Access driveways shall be constructed in accordance with the guidelines and tables set forth in the Pennsylvania Department of Transportation Revised Guidelines for Design of Local Roads and Streets, dated July 12, 1976, specifically, pages 13 and 14, No. 10., Driveways, and page 15. Figures 2 and 3.

Any person violating any provision or regulation of this chapter shall, upon conviction thereof before any District Justice, be fined a sum not exceeding $600, plus costs of prosecution for each offense, and, upon any default of payment of such fine and costs, may be committed to imprisonment in the Allegheny County Jail for a period not exceeding 30 days. Each day's continuance of a violation shall constitute a separate offense.
