No person, association, firm or corporation
shall keep or suffer to remain upon his or her premises or on any
private property any garbage, offal, rubbish, tin cans or other offensive
or unwholesome matter or cast the same upon any lot or piece of ground
within the Borough of Bell Acres or upon the shores or margin of any
stream or body of water or into any sewer inlet in the Borough. Nor
may any person, firm or corporation use or permit to be used any property
or place within the Borough as a public or private dump for garbage,
refuse or rubbish.

Any person, firm or corporation who or which
shall violate any of the provisions of this chapter shall, upon conviction
thereof, be sentenced to pay a fine of not more than $1,000 and costs
of prosecution for each offense, together with the Borough's costs
of removal of said garbage, refuse or rubbish, and, in default of
payment of such fine and costs, to imprisonment for not more than
30 days, provided that each day's continuance of a violation shall
constitute a separate offense.
This chapter shall not apply to the accumulation
of household garbage in a closed can, which is to be collected periodically.
