The purpose of the RR Zone is to provide for
low-intensity residential development at a density of 0.4 units per
acre and agricultural uses in a manner consistent with the character
of the existing patterns of development in the eastern and northern
portions of the Borough and the adjoining sections of Franklin Township.
Cluster options that serve to conserve open space, provide recreation
areas and encourage housing choice and diversity shall also be permitted
within the RR District at the densities specified in this article.
In the RR Rural Residential District, land may
be used and building and structures may be erected or used only for
the following uses:
A. Single-family detached dwellings.
B. Farming and agricultural uses including nurseries
and the growing of vegetable and field crops, and excluding the raising
or keeping of livestock including horses.
C. Cluster subdivision development in accordance with
the standards of this article.
D. Age-restricted cluster housing subdivision development
subject to the standards of this article.
E. Municipal facilities deemed necessary and appropriate
by the governing body of the Borough of Newfield.
The following bulk area and yard requirements
shall apply to all uses and buildings in the RR District:
A. Development occurring in conjunction with an application
for site plan or subdivision approval shall be subject to the following
standards and eligible for the following development options in the
RR District:

B. Supplemental bulk and cluster standards for the RR
Zone.
(1) For the purposes of this article, "cluster" shall
mean the practice of grouping lots by reducing the minimum lot size
and applicable bulk standards for the purpose of providing additional
open space and recreation areas in exchange for a increase in the
otherwise permitted density for conventional development in the RR
District. The land dedicated for open space shall be deeded or dedicated
to the Borough or subject to restrictions limiting its future use
and development to open space and recreational use by the appropriate
restrictions and covenants.
(2) In communities developed in accordance with the standards
for age-restricted cluster subdivisions, a community center shall
be a permitted use and allowed to be located within the area of the
site otherwise dedicated to required open space.
(3) Prior to the approval of any age-restricted cluster
development, the Planning Board and its solicitor shall receive and
approve the appropriate restrictions and covenants guaranteeing that
the age-restricted cluster development will be limited to age-restricted
households where at least one member is 55 years of age or older.
(4) The development of preexisting lots lawfully subdivided
prior to January 1, 2007 with areas of between 40,000 square feet
and 2.5 acres shall be permitted subject to the following bulk, area
and yard requirements:
(a)
Minimum lot size: 40,000 square feet.
(b)
Minimum lot width: 200 feet.
(c)
Minimum front yard setback: 50 feet.
(d)
Minimum side yard setback: 25 feet.
(e)
Minimum rear yard setback: 30 feet.
(f)
Maximum building height: 35 feet.
(g)
Maximum lot coverage: 15%.
(5) The open space dedicated to the Borough in conjunction
with the standards of the RR District shall be usable land and shall
not include wetlands or wetland buffers as defined by the New Jersey
Department of Environmental Protection or its successor agencies.
(6) The Borough Planning Board may, at its sole option,
accept a payment equal to the estimated value of the open space portion
of a subdivision in lieu of the actual dedication of land for open
space and recreational uses. Any monies collected in conjunction with
this provision shall be applied to the development, improvement or
purchase of Borough open space and recreational facilities.
