Each unlawful emission of dense smoke, dust, soot, cinders, fly ash, noxious acids, fumes or gases shall constitute a separate violation. A person participating in any such violation, either as owner, proprietor, lessee, agent, tenant, manager, superintendent, captain, engineer, fireman or janitor or otherwise, shall be liable therefor and subject to the fines or penalties as provided in Chapter 1, General Provisions, Article III.
