There is hereby created, pursuant to the Municipal Finance Officers Certification Act (P.L. 1988, c. 110), the position of Chief Financial Officer for the Borough of Rocky Hill, Somerset County, New Jersey.
The Mayor shall nominate and, with the advice and consent of the Council, shall appoint a Chief Financial Officer.
A. 
Pursuant to N.J.S.A. 40A:9-140.10, the term of the Chief Financial Officer shall be four years, which shall run from January 1 in the year in which the Chief Financial Officer is appointed. Any person who has served as Chief Financial Officer of the Borough for four consecutive years and who is reappointed as the Borough's Chief Financial Officer shall be granted tenure of office upon filing with the Borough Clerk and with the Division of Local Government in the Department of Community Affairs a notification evidencing his compliance with N.J.S.A. 40A:9-140.8.

Thereafter, the person shall continue to hold office during good behavior and efficiency and shall not be removed therefrom except for just cause and then only after a public hearing upon a written complaint setting forth the charge or charges against him pursuant to Section 3 of P.L. 1977, c. 39 (N.J.S.A. 40A:9-140.9) or upon expiration or revocation of certification by the Director pursuant to Section 7 of P.L. 1988, c. 110 (N.J.S.A. 40A:9-140.12).
Any person appointed as Chief Financial Officer for the Borough must meet all eligibility requirements set forth in the Municipal Finance Officers Certification Act.
The duties of the Chief Financial Officer shall be to carry out the duties of fiscal administration for the Borough as set forth in N.J.S.A. 40A:9-140.1 et seq.
The salary, wage or other compensation to be paid to the Chief Financial Officer of the Borough of Rocky Hill shall be fixed and determined from time to time by ordinance or resolution of the Borough Council.
