As used in this article, the following terms shall have the
meanings indicated:
Any recyclable material disposed of in the aforementioned containers
shall be considered a part of the Borough's Recycling Program. The
recycled tonnage and name of the after market shall be provided to
the Borough when said container has been removed.
The following regulations shall apply to the placement of containers
upon public streets:
A. Containers shall be placed so that no part of the container is closer
than 25 feet from any intersecting street.
B. Containers shall be placed no further than six inches from the curb.
C. Containers shall be placed in a manner which does not unduly interfere
with the normal flow of traffic over any street.
D. No part of any container shall be placed upon a public sidewalk.
E. Containers shall not block any part of a driveway entrance, including
any driveway on the premises being serviced by the container.
F. Refuse containers shall bear reflectors or reflecting materials clearly
marking all corners and the top edge of all sides. Containers not
placed on a public street shall be subject to all the provisions of
this article, except that the fee shall be waived.
G. Containers shall not be loaded above the top of the container's walls,
nor shall the walls be extended upward in order to increase capacity.
H. Containers shall be removed within two business days after being
filled or after having served the purpose for which placement was
intended.
The terms of this article shall be enforced by the Department of Building and Inspections, except that §
480-18A,
B,
C,
D and
E shall be enforced by the Police Department.
Any person, firm or corporation violating any provision of this
article shall be subject to a fine of up to $500. Each date of violation
shall constitute a separate offense.
Nothing herein shall prohibit the placement of a refuse container
wholly upon private property.
