No person shall make or assist in making any riot, unreasonable noise or disturbance at or within any house or building or in a public place.
No person shall be or appear in a public place under the influence of alcohol, narcotics or other drug to the degree that he may endanger himself or other persons or property or annoy persons in his vicinity.

The Mayor is hereby authorized to direct the proprietors, keepers or persons in charge of any saloon, bar or place where intoxicating liquors, wine, ale or beer are sold, offered for sale or given away to close and keep closed, in times of dire emergency, for so long a time as he shall deem necessary, such saloon, bar or place, whenever he shall deem that the preservation of peace and good order shall be secured or promoted by closing and keeping closed said bar, saloon or place.
If any person whom the Mayor directs to close and keep closed any such bar, saloon or place, neglect or refuses to comply with the direction of the Mayor, any member of the police force is hereby empowered to close said bar, saloon or place and keep the same closed.
