Pursuant to the powers and duties conferred upon the City of
Buffalo by Local Law Introductory Nos. 2 and 3 for the year 1925,
it shall publish the proceedings of the Council of said City in an
official paper of said City, said publications to be known and designated,
respectively, as the "Council Proceedings of the City of Buffalo"
and the "City Record." The City Record shall be published as herein
provided beginning on the first day of May 1925. Both publications
shall be prepared, published and circulated-under the supervision
and direction of the City Clerk, subject to the provisions relating
thereto as hereinafter stated.
The Council Proceedings of the City of Buffalo shall be published
within one week after each meeting of the Council; the City Record
shall be published daily, Saturdays, Sundays and legal holidays excepted.

The City Clerk is hereby authorized to print and publish both
the City Record and the Council Proceedings of the City of Buffalo
either by use of printing facilities owned by the City of Buffalo
or by another municipal corporation, in which case no contract shall
be required, or in the case of an emergency by the letting of a contract
to a private printer, in which case any such contract shall be subject
to the emergency bidding requirements of the City of Buffalo.
The Council Proceedings of the City of Buffalo shall contain
the journal of the proceedings of the Council of said City.
The City Record shall contain a directory of the City departments
and officers; the quarter-yearly report of the City's financial operations;
a list or statement of real estate liable to be sold for nonpayment
of taxes and assessments, with additions, fees, interest and expenses;
all statements, notices and other matters required by law to be published
in the official paper; and such other statements, notices or matters
as the Council from time to time may order printed therein.
Yearly subscriptions to the Council Proceedings of the City
of Buffalo and to the City Record, payable in advance, shall be accepted
by the City Clerk, and single copies of each publication shall be
kept for sale at his office and at such other places as he may designate,
at rates to be fixed from time to time by resolution of the Council.
Copies of each publication shall be delivered to the yearly subscribers
by mail.
The City Clerk shall cause to be delivered to each City department
and officer of the City, without expense to such department or officer,
a sufficient number of each issue of said publications for the use
of such departments and officers.
