There are hereby established restricted parking privileges and
payment of fees for such parking on the public parking facilities
operated by the Harrisburg Parking Authority (hereinafter "the Authority")
on City Island, which restricted parking privileges and fees therefor
shall be permitted at such locations and for such fees as determined
by the Authority's Board of Directors. Times for free parking
without the payment of any fee therefor shall be established by the
Authority in consultation with the Department of Parks, Recreation
and Enrichment.
All vehicles using the portion of such facility limited to sticker
parking shall have displayed thereon a sticker for the current month,
and those using the portion of the facility limited to ticket parking
shall have displayed thereon a ticket for the current day.

The operation of said public parking facilities shall be under
the supervision and control of the Authority, and the enforcement
of the restricted parking rules and regulations established by the
Authority shall be performed by the Authority and such City employees
as are assigned to the operation of said facilities, provided that
only members of the Police Bureau, including parking enforcement officers,
and park rangers of the Department of Parks, Recreation and Enrichment
shall have power to enforce any violations of the Pennsylvania Motor
Vehicle Code and the Codified Ordinances of the City of Harrisburg.
Parking is hereby prohibited at any other place on City Island
except where signs are erected specifically permitting such parking.

Any vehicle which is parked in violation of any of the provisions
established by the Authority shall be subject to immobilization (booting)
or towing.

Whenever the parking violation constitutes a violation of any
applicable state law, prosecution of such violation shall nevertheless
be instituted by a member of the Police Bureau.
