A. 
No dog or other pet shall be permitted at any time upon any streets, alleys or public areas of the Borough utilized for the following events: Super Sunday, the Restaurant Festival, Chili Cook-Off, Twilight Criterion Bike Race, Swinging Summer Thursdays, and any other special event approved by Borough Council by the issuance of a special event permit which will occur on Borough streets, alleys or public areas where Council imposes such a restriction in the permit.
B. 
The following animals shall be excluded from the restriction set forth in § 37-11A above:
(1) 
Assistance dogs.
(2) 
Animals which are being removed from the area of the special event by a property owner who resides in the area of the special event.
(3) 
Animals used by law enforcement personnel.
(4) 
Animals used for certified rescue operations by trained personnel.
(5) 
Animals that are part of a booth or display at the special event that are an integral part of the booth or display.
