Pursuant to the provisions of Chapter 3, Title 26, of the Revised Statutes of New Jersey, and the amendments and supplements thereto, there is hereby established a local Board of Health in the Borough of Raritan, to be known as the "Board of Health of the Borough of Raritan."
The said Board of Health so established shall be composed of seven members appointed by the Mayor and confirmed by a majority vote of the members of the Borough Council present at any legally constituted meeting of the Mayor and Council of the Borough of Raritan.
The term of office for the members of the Board of Health, other than those first appointed, shall be for three years, subject to the proviso that the term of office shall in each instance expire on December 31, and following the adoption of this article, two members shall be appointed until December 31, 1951, two members shall be appointed until December 31, 1953, and three members shall be appointed until December 31, 1954. All other succeeding appointments other than those filling a vacancy shall be for a three-year term.
Any vacancy which shall occur on the Board of Health of the Borough of Raritan shall be filled in the same manner in which an original appointment is to be made, but only for the unexpired portion of the term.
The Board of Health of the Borough of Raritan shall have such powers and duties as are now conferred upon a local board of health by the Revised Statutes of New Jersey, and amendments and supplements thereto.
The Board of Health shall annually present to the Mayor and Council of the Borough of Raritan an estimate of the appropriation which it believes necessary for health purposes and shall not in any year contract any debt or obligation of any kind in excess of the amount appropriated in the budget of the Borough of Raritan, except that, in case of an epidemic, the Mayor and Council shall make available to the Board of Health additional moneys to meet the emergency caused by such epidemic.
