A. 
After the enactment of this chapter, each person or persons owning any building or structure located within the City of DuBois shall number or cause to be numbered said building or structure in accordance with the method hereinafter mentioned and to be known as the "block system." Said numbers shall be Arabic numbers and shall be of enamel, metal or vinyl, or some other suitable material as approved by the Code Enforcement Officer and be at least six inches in height. The numbers shall be placed on the transom or on the top of the door frame, or in some other conspicuous place on the building so that said numbers can be easily seen and read from the sidewalk in front of said building, and in full view from the opposite side of the street. The colors of the numbers shall be in contrast with the immediate background.
B. 
It shall be unlawful to cover any building number with any sign, drapery or other obstruction tending to conceal such number, and all old numbers shall be removed from any house, building or other structure when a new number has been assigned.
C. 
If any person shall refuse and/ or neglect to place a number on his, her or their building or buildings as herein directed, after due notice, the City Manager shall cause either the Codes Enforcement Officer, the Chief of Police or a police officer of the City to place such number on the buildings of the party or parties refusing to number such buildings, and the costs thereof shall be collected by law with 20% added to the costs.
A. 
For the First, Second and Fourth Wards of the City, the numbering of buildings shall begin at the intersection of the corner of Long Avenue and Brady Street where the bank building formerly owned by First Commonwealth Bank, the City parking lot and the Long Avenue and Brady Street buildings are located, and all buildings located on streets or parts of streets running north of Long Avenue shall be numbered northwardly from said avenue. If any street that does not intersect with Long Avenue running northwardly and parallel with other streets running north from Long Avenue, all buildings on such streets shall be numbered from the first street north of Long Avenue and parallel therewith northwardly from said street.
B. 
All buildings on streets running south from Long Avenue shall be numbered southwardly beginning at said avenue. All buildings located on streets that do not intersect with Long Avenue shall be numbered southwardly from the first street with which it intersects parallel with Long Avenue.
C. 
All buildings located on streets running east from Brady Street shall be numbered eastwardly from Brady Street, and all buildings located on streets east of Brady Street and parallel with streets intersecting Brady Street shall be numbered eastwardly from the first street with which said street intersects and that runs parallel with Brady Street.
D. 
All buildings located on streets west of Brady Street shall be numbered westerly from said Brady Street. All streets that do not intersect with Brady Street and running parallel with other streets that do intersect with Brady Street shall be numbered westerly from the first street which it intersects running parallel with Brady Street.
E. 
In the Third Ward all buildings located on streets running north from DuBois Avenue shall be numbered northwardly from said avenue. All buildings located on streets north of DuBois Avenue that do not intersect with DuBois Avenue and running parallel with other streets that do intersect with DuBois Avenue shall be numbered northwardly from the first street with which said street running north intersects DuBois Avenue, and streets running south of DuBois Avenue shall be numbered southwardly from said DuBois Avenue.
F. 
All buildings located on streets running east from First Street and intersecting with First Street shall be numbered eastwardly from said First Street, and all buildings located on streets that do not intersect with First Street and that run parallel with other streets that do intersect with First Street shall be numbered eastwardly from the first street with which said street intersects east of First Street and is parallel therewith.
G. 
All buildings located on streets west of First Street and intersecting with said First Street shall be numbered westerly from said First Street, and all buildings located on streets west of First Street that do not intersect therewith and running parallel with other streets that do intersect First Street shall be numbered westerly from the first street with which said street intersects running parallel with First Street.
Any person who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not less than $300 and not more than $1,000 together with costs and, in default of payment of said fine and/or costs, to imprisonment for a term not to exceed 30 days. Each day of the violation of this chapter shall be considered a separate violation for purposes of the imposition of a penalty under the terms of this section.
