As used in this chapter, the following terms shall have the
following meanings:
AUTHORITY
The Cumberland County Utilities Authority.
BOD (denoting "biochemical oxygen demand")
The quantity of oxygen utilized in the biochemical oxidation
of organic matter or in satisfying the oxygen demand of other materials
present during incubation for a given time and at a specified temperature.
It shall be reported as the amount of oxygen, expressed in milligrams
per liter, used in a period of five days at 20° C.
BUILDING DRAIN
That part of the lowest horizontal piping of a drainage system
which receives the discharge from soil, wastes and other drainage
pipes inside the walls of the building and conveys it to the building
sewer, beginning five feet (1.5 meters) outside the inner face of
the building wall.
BUILDING SEWER
The extension from the building drain to the public sewer
or other place of disposal, also called "house connection."
CHLORINE DEMAND
The difference between the amount of chlorine added to wastewater
and the amount of residual chlorine remaining at the end of a twenty-minute
contact period, expressed in milligrams per liter.
COHANSEY SEWER SYSTEM
All intercepting sewers, pumping stations, force mains, wastewater
treatment plants and appurtenances thereto owned and operated by the
Cumberland County Utilities Authority.
COMBINED SEWER
A sewer intended to receive both wastewater and stormwater
or surface water.
COMMERCIAL USER
Any mercantile establishment or place of business discharging
less than 25,000 gallons per day of sanitary waste or its equivalent
to the Township sewer system. (See definition of "sanitary waste.")
COMPATIBLE POLLUTANT
BOD, suspended solids, pH and fecal coliform bacteria and
such other additional pollutants as are now or may be in the future
specified and controlled in the Authority's NPDES or NJPDES permit
for its wastewater treatment plant, where said plant has been designed
and used to reduce or remove such pollutants.
COOLING WATER
The water discharged from any system of condensation, air conditioning, cooling, refrigeration or other sources. It shall contain no polluting substances which would produce BOD, suspended solids or toxic substances as limited in §
328-18 of these regulations.
DOMESTIC CONSUMER UNIT (DCU)
A unit of measure of the average volume of sewage delivered
into the public sewer system from a single-family home or each similar
living unit.
EASEMENT
An acquired legal right for the specific use of land owned
by others.
EFFLUENT
Wastewater, after some degree of treatment, flowing out of
any treatment device or facilities.
FORCE MAIN
A pipeline carrying flow under pressure.
GARBAGE
Animal and vegetative waste resulting from the handling,
preparation, cooking and serving of foods.
GREASE or OIL
Any material which is extractable from an acidified sample
of waste by hexane or other designated solvent.
INDUSTRIAL USER
A.
Any nongovernmental, nonresidential user of the Township sewer
system which discharges more than the equivalent of 25,000 gallons
per day of sanitary wastes and which is identified in the Standard
Industrial Classification Manual, 1972, Office of Management and Budget,
as amended and supplemented, under one of the following divisions:
(1)
Division A, agriculture, forestry and fishing.
(3)
Division C, manufacturing.
(4)
Division E, transportation, communications, electric, gas and
sanitary services.
B.
Any nongovernmental user of the Township sewer system which
discharges wastewater containing incompatible pollutants or pollutants
subject to pretreatment standards.
C.
Any nongovernmental user of the Township sewer system which
discharges wastewater containing pollutants which would interfere
with or prohibit the treatment and/or disposal of waste sludges.
INDUSTRIAL WASTES
Any liquid, gaseous or solid substances, or a combination
thereof, resulting from any process of industry, manufacturing, trade
or business or from the development or recovery of any natural resource,
as distinct from sanitary wastes.
INFILTRATION
Water entering the Township sewer system from the ground
through means such as, but not limited to, defective pipes, pipe joints,
connections or manhole walls. "Infiltration" does not include and
is distinguished from inflow.
INFLOW
Water discharged into the Township sewer system from such
sources as, but not limited to, roof leaders, cellar, yard and area
drains, foundation drains, cooling water discharges, drains from springs
and swampy areas, manhole covers, cross-connections from storm sewers
and combined sewers, catch basins, stormwaters, surface runoff, street
wash waters or drainage. "Inflow" does not include and is distinguished
from infiltration.
LIVING UNIT
Any building or portion thereof defined as a type of dwelling in §
405-3 of the Code of the Township of Upper Deerfield and used or designed or intended for living purposes or as a sleeping facility by one person or a family, as defined in §
405-3 of the Code of the Township of Upper Deerfield.
NATURAL OUTLET
Any outlet, including storm sewers and combined sewer overflows,
into a watercourse, pond, ditch, lake or other body of surface water
or groundwater.
OBJECTIONABLE WASTE
Any solid, liquid or gas which is a danger to public health
or safety, is a nuisance to surrounding properties, due to odor, the
drawing of insects or vermin or other nuisance at common law, and
including garbage, sewage and solid waste.
PERSON
Any individual, firm, company, partnership, corporation,
association, group or society and includes the State of New Jersey
and agencies, districts, commissions and political subdivisions created
by or pursuant to state law.
pH
The logarithm of the reciprocal of the hydrogen ion concentration.
POLLUTANTS
May be so defined now or hereafter by appropriate local,
state or federal agencies or by the Authority or shall mean substances
which may be present in wastewater, whether gaseous, liquid or solid,
the amount of which may contain soluble or insoluble solids of an
organic or inorganic nature which may deplete the dissolved oxygen
content of natural waters, contribute solids, contain oil, grease
or floating solids which may cause an unsightly appearance on the
surface of such water or contain materials detrimental to aquatic
life.
PREMISES
Any parcel or real property, including land, improvements
or appurtenances such as buildings, grounds, etc.
PRETREATMENT
Application of physical, chemical and biological processes
to reduce the amount of pollutants or alter the nature of the pollutant
properties in a wastewater prior to discharging such wastewater into
the Township sewer system.
PRETREATMENT STANDARDS
All applicable federal rules and regulations implementing
Section 307 of P.L. 92-500, as well as any nonconflicting state or
local standards. In cases of conflicting standards or regulations,
the more stringent thereof shall be applied.
PROPERLY SHREDDED GARBAGE
Garbage shredded to such a degree that all particles will
be carried freely under the flow conditions normally prevailing in
public sewers, with no particle having a dimension greater than 1/2
inch in any direction.
PUBLIC SEWER
Any public sewer or main designed or used for collection
or disposal of sanitary sewage and located in any public street or
easement in the Township of Upper Deerfield.
PUMPING STATION
A facility in which wastewater is conveyed from a lower hydraulic
elevation to a higher hydraulic elevation using mechanical or pneumatic
devices.
REGULATORY AGENCY
Agencies, such as, but not limited to, the New Jersey Department
of Environmental Protection, the United States Environmental Protection
Agency and the United States Army Corps of Engineers, which have authority
over the operation of and/or discharges from the Authority's wastewater
treatment plant.
RESERVED CAPACITY
Any portion of the Township sewer system which has been exclusively
reserved by and for a user through a formal, written agreement between
the user and the Township.
RESIDENTIAL USER
The owner or occupant of any residence, apartment, condominium,
mobile home or other dwelling permanently connected to the Township
sewer system.
SANITARY SEWER
A sewer that carries liquid and water-carried wastes from
residences, commercial buildings, industrial plants and institutions,
together with minor quantities of groundwater, stormwater and surface
waters that are not admitted intentionally.
SANITARY WASTE
Wash water, culinary wastes and liquid waste containing only
human excreta and similar matter, flowing in or from a building drainage
system or sewer originating in a dwelling, business building, factory
or institution. For the purposes of this chapter, "sanitary waste"
shall be characterized as containing 250 milligrams per liter BOD,
250 milligrams per liter total suspended solids and 15 milligrams
per liter chlorine demand.
SEWAGE
All water-carried waste discharged from a building, but not
including surface water or stormwater as may be present on the premises.
SEWER
A pipe or conduit, generally closed, for carrying wastewater.
SEWER CONNECTION DATE
When used with respect to a building constructed prior to
the date of initial operation, as part of any public sewage treatment
and disposal system in the Township of Upper Deerfield, of a sewer
in the public street upon which said building is situate and facing,
it means the 20th day next ensuing after said date of initial operation,
and when used with respect to a building constructed after the date
of initial operation as aforesaid, it means the 30th day after the
date of initial occupancy thereof, whichever date shall first occur.
SLUG
Any discharge of water or wastewater which, in concentration
of any given constituent or in quantity of flow, exceeds, for any
period of duration longer than 15 minutes, more than five times the
average twenty-four-hour concentration or flows during normal operation
and shall adversely affect the collection system and/or performance
of the wastewater treatment works.
SS (denoting "suspended solids")
The laboratory determination of the dry weight expressed
in milligrams per liter of solids that either float on the surface,
are in suspension or are settleable and can be removed from wastewater
by filtering through a Gooch crucible.
STORMWATER
The excess water running off from the surface of a drainage
area or building during or immediately following a period of rain
or snowmelt.
SUPERINTENDENT
The Superintendent and/or Operations Manager of the Cumberland
County Utilities Authority or his duly appointed deputy, agent or
representative, when used in the context of or in reference to Cumberland
County Utilities Authority facilities or the services provided by
the Authority; in the case of facilities operated and/or services
provided by the Township of Upper Deerfield, the Superintendent and/or
Operations Manager of the Township of Upper Deerfield, or other person
appointed by the Township Committee to supervise the operation and/or
maintenance of the Township sewer system. To denote which said officials
are being referenced, the word "superintendent" shall be preceded
by either the term "County" or "Township."
TOWNSHIP
The Township of Upper Deerfield, in the County of Cumberland,
a municipal corporation of the State of New Jersey.
TOWNSHIP COMMITTEE
The Township Committee of the Township of Upper Deerfield
or its duly appointed deputy, agent or representative.
TOWNSHIP SEWER SYSTEM
All collecting sewers, pumping stations, force mains and
appurtenances thereto owned or operated by the Township of Upper Deerfield.
TOXIC SUBSTANCES
Any substance, whether gaseous, liquid or solid, which, when
discharged to the sewer in sufficient quantities, may tend to interfere
with any treatment process, constitute a hazard to recreation in the
receiving waters of the effluent from the wastewater treatment plant,
pose a hazard to men working in the sewer system or constitute a hazard
to fish or animal life.
UNPOLLUTED WATER
Water of a quality equal to or better than the effluent criteria
in effect or water that would not cause violation of receiving water
quality standards and would not be benefited by discharge to the sanitary
sewers and wastewater treatment facilities provided.
UNSHREDDED GARBAGE
Solid waste from the preparation, cooking and dispensing
of food or food products and from the handling, storing and sale of
food products.
WASTEWATER
The water-carrying domestic, human and animal wastes from
residences, buildings, industrial establishments or other places,
together with such groundwater, infiltration, industrial and commercial
wastes as may be present.
WASTEWATER FACILITIES
The structures, equipment and processes required to collect,
carry away and treat domestic and industrial wastes and dispose of
the effluent.
WATERCOURSE
A natural or artificial channel for the passage of water
either continuously or intermittently.
