The specific purpose of this article is to permit sewer service
areas which:
A.
Recognize existing systems from proposed systems and the variations
and speciality of their operation and maintenance, as well as construction
or improvement costs particular to them.
B.
Define and delineate those areas of the Township where public sanitary
sewer systems are installed or proposed for installation and where
those sanitary sewer systems are self-contained and not interconnecting
systems.
C.
Permit the calculation of user charges based on the specific costs
of constructing, operating and maintaining those separate collection
systems, which both connect to the Cumberland County Utilities Authority
interceptor lines for transport of collected wastes to the treatment
plant of the Authority.
All of those portions of the Township of Upper Deerfield served
by a public sanitary sewer system and not part of the service area
described herein shall be established as sewer service areas.

When, in accordance with the provisions of Article V, the Township Committee has established a sewer service area, all public sewer users in a sewer use area will be assessed the annual sewer user rate established in § 328-32 of this chapter for the sewer service area in which said users' properties are located. The charges shall be based upon the costs incurred by the Township and Cumberland County Utilities Authority for the public sewer system in the specific sewer use area.
