As used in this chapter, the following terms shall have the
meanings indicated:
GUARDIAN
A person other than a parent to whom legal custody of the
juvenile has been given by a court order or who is acting in the place
of a parent or is responsible for the care, supervision and welfare
of a minor.
JUVENILE
An individual who is 18 years of age or younger.

PUBLIC PLACE
Any place to which the public has access, including but not
limited to public streets, roads, thoroughfares, sidewalks, bridges,
alleys, plazas, parks, recreation or shopping areas, public transportation
facilities, vehicles used for public transportation, parking lots,
or any other public buildings, structure or area.
Subject to § 172-2, a juvenile shall not be in violation of §
171-2B if the juvenile is involved in the following activities:
A. Any errand involving a medical emergency.
B. Attendance at, including travel to and from, extracurricular school
activities or activities sponsored by religious- or community-based
organizations.
C. Attendance at, including travel to and from, cultural, educational
and social events or other purposes or functions authorized by the
parent after 10:00 p.m. and before 6:00 a.m. for which the juvenile
has, in his possession, the written approval of his parent or guardian
to attend such specific event, together with such parent or guardian's
signature evidencing written approval.
Notice shall be given, in writing, by the New Jersey State Police
to the juvenile's parent or guardian. It shall be unlawful for
any parent or guardian or other adult person having custody or control
of any juvenile to allow, suffer or permit, by inefficient control
or otherwise, any juvenile to be on or in any public property or public
place within the Township of Upper Deerfield between the hours of
10:00 p.m. and 6:00 a.m., as provided herein.
Any person found to be in violation of this chapter on a first
offense shall be subject to a fine not to exceed $1,000. In addition,
any person found in violation of this chapter may be required to perform
community service to such extent as may be ordered by the court. If
both the juvenile and parent or guardian or other person having custody
and control of a juvenile violate the provisions of this chapter,
they shall be required to perform community service together. Any
person who is convicted of a second offense of this chapter shall
pay a mandatory minimum fine of not less than $200 and not to exceed
$1,000.
This chapter shall be liberally construed to effectuate the
purpose and intent of N.J.S.A. 40:48-2.52.
