A. 
The words and phrases used in this Code shall for the purpose of this Code have the meanings respectively ascribed to them by Article 1 of the Vehicle and Traffic Law of the State of New York.
B. 
The following words and phrases, which are not defined by Article 1 of the Vehicle and Traffic Law of the State of New York, shall have the meanings respectively ascribed to them in this section for the purpose of this Code:
CODE
The Uniform Traffic Code of the Town of Smithtown, Suffolk County, New York.
COMMUTER PARKING PERMIT
A permit which allows persons to park their vehicles in designated commuter parking fields. Said permits shall be obtained at the Town Clerk's office. Residents may obtain said permits, for their use only, at no charge. All commuter parking permits shall be valid for the calendar year within which they are issued.
CURBLINE
The prolongation of the lateral line of a curb or, in the absence of a curb, the lateral boundary line of the roadway.
HANDICAPPED PARKING PERMIT
A permit which allows handicapped persons to park their vehicles in designated handicapped parking spaces. Said permit shall be obtained at the Town Clerk's office. A handicapped resident may obtain such a permit, for his/her own use only, at no charge. These handicapped parking permits are valid for a five-year period.
HANDICAPPED PARKING SPACE
Any parking space that is delineated by blue striping and/or a handicapped parking sign. To park in this space, an individual is required to have a handicapped parking permit issued by the Town of Smithtown, other municipality or county, or a state disabled license plate.
HOLIDAYS
New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day.
PARKING FIELDS
Any part of land determined by the owner or owners of said land to be used by the public for the purpose of parking vehicles.
RECREATIONAL VEHICLE
A motorized or towable vehicle made for camping.

RESIDENT
All persons residing in or paying real property tax to the Town of Smithtown shall be considered "residents," including residents of the incorporated villages located within the Town of Smithtown. All others shall be considered nonresidents.
SCHOOL DAYS
Days when school is officially open for regular sessions.
SCHOOL SPEED LIMITS
That speed limit established on any portion of highway passing a school building and for not more than 300 feet in either direction from the building line of a school abutting on a highway.
TRAILER
Any structure mounted upon wheels which is incapable of moving or traveling under its own power and is designed to be towed by a motor vehicle.
C. 
Definitions not provided in Subsections A and B above shall be as defined by the New York State Manual of Uniform Traffic Control Devices.
A. 
Official time standard. Whenever certain hours are named herein or on traffic control devices, they shall mean the time standard which is in current use in this state.
B. 
Measurements. Any linear measurements specified for various regulations contained in this Code shall be deemed to be approximate and such measurements, and the regulation to which they pertain, shall not be affected in any way by the widening of a street, by the construction of curbs, gutters or sidewalks or by any other action which might tend to obliterate the point from which such measurements were originally made. Unless otherwise indicated, measurements shall be made from the nearest curbline of the street referred to in the location description or, if there is no curbline, from the nearest pavement edge.
C. 
For the purposes of this Code, all streets and highways in the Town shall be deemed to run north-south or east-west, and streets or highways running generally parallel to the direction indicated shall be deemed to run in such direction.
