Every multiple-unit dwelling and every multiple-residence facility shall be equipped with a supervised circuited fire and smoke detection system. Smoke detection sensors shall be located in or adjacent to all sleeping quarters, and thermal detection units shall be located in all other areas, including attics, basements, utility rooms and storage rooms. Each area between fire walls shall be separately zoned. An enunciator panel and alarm bells shall be located where specified by the Fire Marshal.
During the course of construction of any multiple-unit dwelling or multiple-residence facility, upon the installation of water mains on the construction site, fire hydrants shall be immediately connected and maintained in an operative condition. Access to all hydrants by fire suppression units shall be provided.
A permit for the operation of any multiple-residential facility, as defined above, shall be required.
A. 
No person shall own or operate any multiple-residence facility unless an annual permit has been issued by the Fire Prevention Division. All new and existing multiple-residence facilities must obtain a permit to operate, and said permit shall be renewed annually.

B. 
All multiple-residence facilities shall be in compliance with appropriate portions of this chapter and appropriate standards of the NFPA in order to receive a permit to operate.
The use of barbecues on balconies or patios of multiple-residence facilities is prohibited. Open-flame barbecues may be accommodated on multiple residence sites when used at grade level at least 15 feet from any building, combustible material or motor vehicle.
