All bills for water or water facilities used or services performed by the district shall be paid to the district at its business office, Lake Avenue, St. James, New York. All checks in the payment of bills shall be received subject to collection.

All bills are payable in accordance with the terms of the applicable service classification.
B. 
For new service installed at any time during the billing period, the minimum charge and the amount of water allowed thereunder will be prorated according to the number of days remaining to complete the billing period, after service has been made available.

Meters will be read quarterly, and consumers will be billed quarterly.
B. 
No bills will be rendered or payment accepted for less than the minimum charge, except as prorated for new consumers and discontinuing service pursuant to § 312-10 below.

Meters for consumers other than dwellings or residences may be read quarterly, and in such cases bills may be rendered annually at the discretion of the Board of Commissioners.
Any consumer may effect a discontinuance of service upon written request therefor to the district. No allowance will be made for discontinuance of service for the unexpired portion of any month unless said written notice is received by the district on or before the 15th day of said month.
