A. 
No connection to any water district mains, extensions, or laterals shall be made except after written application therefor has been made to the Town Board or its agent, approval of said application has been granted by the Town Board or its agent, and the connection fee therefor has been paid by the applicant. All actual connections to the main shall be made by the Town of Poestenkill or a competent person designated by the Town unless specifically excepted by the Town Board requiring such connection, and the appropriate fee charged requiring such connection. A violation of this section is an offense against this chapter and punishable by a penalty of up to $2,500.
B. 
The owner or his agent shall make application on a special form furnished by the Town of Poestenkill. The permit shall be supplemented by any plans, specifications, or other information considered pertinent in the judgment of the Water System Operator. In addition, where the connection work which is the subject of said application will be performed by any person or entity other than the property owner, there shall also be included and submitted with the permit application an appropriate certificate of insurance listing the Town of Poestenkill as an additional insured party and indemnifying the Town from the damages described in § 220-8 of this chapter. At the Town's discretion, this requirement may be deemed satisfied by an appropriate rider to any existing comprehensive general liability policy or similar policy of insurance held by the performing party. Where the property owner is performing the work directly, said owner shall provide to the Town proof of the existence of a policy of homeowner's insurance covering the subject premises. A permit, service connection, meter, and inspection fee, as adopted by the Town Board by resolution, will be paid to the Town Clerk at the time application is filed.
C. 
A schedule of fees shall be made available through the Town of Poestenkill Town Clerk. The Town Board reserves the right to periodically review the schedule of fees and may change the same from time to time by resolution following a public hearing held upon notice of at least five days.
D. 
In the case of the installation of a supply line, approval having been given and the connection fee having been paid, the applicant shall notify the Water System Operator and the Town Superintendent of Highways of his proposal to dig the trench for the supply line and to perform any trenching which might be necessary within the highway boundary line to connect to the curb stop. A violation of this section is an offense against this chapter and punishable by a penalty of up to $1,000.
A. 
The following materials shall be used in the construction of all services. The Water System Operator may make adjustments to installation materials and standards or may require additional equipment if he determines that such an action would be in the best interest of the public water supply.[1]
(1) 
Pipe.
(a) 
Pipe for three-quarter-inch through one-and-one-half-inch services shall be Type K soft copper and meet ASTM Serial Designation B-88 for underground service, PEX suitable for underground installation, flexible PVC suitable for underground installation or such other pipe as permitted by New York State Uniform Fire Prevention and Building Code.
(b) 
Pipe for two-inch service may be either cement-lined, mechanical joint ductile iron or PVC.
(c) 
Pipe for four-inch services shall be ductile iron or PVC.
(d) 
Whenever PEX or PVC pipe is utilized, the appropriate stiffener support sleeve shall be installed to prevent the pipe ends from crimping when using a mechanical fitting.
(2) 
Taps.
(a) 
Taps for three-quarter-inch and one-inch services shall be tapped directly into the ductile iron main using a corporation stop with tapered thread (Mueller Style H-15000 or equal). Taps for three-quarter-inch and one-inch services shall be tapped into the HDPE main using a two-strap tapping saddle and corporation cock or service clamp.
(b) 
Taps for one-and-one-half-inch and two-inch services shall be tapped into the main using a two-strap tapping saddle or service clamp (Mueller Style H-10526 or approved equal) and corporation cock (Mueller Style H-15000 or equal).
(c) 
Taps for four-inch or larger services shall be made with a tapping sleeve and valve. Valve shall meet the AWWA standards for valves four-inch and larger.
(3) 
Curb stops.
(a) 
Curb stops for three-quarter-inch and one-inch services shall be brass, inverted key, roundway curb stops without drain (Mueller Style H-15200 or approved equal).
(b) 
Curb stops for one-and-one-half-inch and two-inch copper services shall be Teflon® coated, brass, plug valves (Mueller Style H-15201 or approved equal).
(c) 
Curb stops for larger than two-inch cast-iron pipe service shall be AWWA, double-disk gate valves meeting the requirements of the AWWA.
(4) 
Curb boxes.
(a) 
Curb box for three-quarter-inch and one-inch services shall be cast-iron, Buffalo-type, screwed box with two-and-one-half-inch shaft (Mueller style H-10350 or approved equal). Cove shall be marked "water."
(b) 
Curb boxes for one-and-one-half-inch and two-inch copper services shall be cast-iron, Buffalo-type, screwed box with three-inch shaft (Mueller style H-10346 or approved equal). Cove shall be marked "water."
(c) 
Curb box for two-inch or larger cast-iron service with AWWA gate valves shall be a valve box in compliance with AWWA standards.
(5) 
Meter yoke. Meter yoke shall be supplied by the applicant at a size appropriate to the approved service size and compatible with the meter to be supplied by the water district for a fee to be established by the Town Board.
(6) 
Shutoff valves. A shutoff valve shall be supplied by the applicant at a size appropriate to the approved service size and to be positioned within 12 inches, but not less than six inches, of entry into an accessible point within the structure. A second shutoff valve with drain shall be positioned following the meter so that the pressure-regulating valve, meter and backflow preventer may be isolated. All shutoff valves shall be a full port ball valve.
(7) 
Pressure-regulator valve. A manual or electronic pressure-regulating valve shall be supplied by the applicant at a size appropriate to the approved service size to be installed before the meter and set not higher than 60 pounds per square inch (psi).
(8) 
Backflow preventer/check valve. A backflow preventer/check valve shall be supplied by the applicant at a size appropriate to the approved service size to be installed not more than 24 inches past the meter. The backflow preventer/check valve and second valve may be a combined fixture.

Typical residential installation diagrams are included at the end of this chapter.
The minimum size service for a newly constructed single-family dwelling or replacement line shall be three-quarter-inch or of a sufficient size to provide at a minimum 40 pounds per square inch (psi) at the meter. The service size for any other installation shall be determined by consultation with the Water System Operator. Service size shall be determined by expected water requirements, length of service, and static pressure available at the water main. No residential structure shall have water pressure at the internal fixtures greater than 60 pounds per square inch (psi).
A. 
All water services shall be installed so that there will be a minimum of five feet of cover over the pipe.
B. 
All water service lines shall be a single line without a splice or joint between the curb box (or meter box, if required), be within a protective sleeve upon entry to the building, and the shutoff valve positioned immediately after entry into the structure. All joints in copper water services shall be flared or compression-type joints. No soldered connections will be permitted between the water main and the meter.
C. 
There shall be no mechanical digging within two feet of the curb box. All digging within this area shall be by hand.
The water service between the curb stop and the meter shall be the responsibility of the property owner to maintain and keep from leaks. Any leak detected shall be repaired by the owner within five days of detection. Water service will be immediately terminated unless the Water System Operator waives such termination after assessing the severity of the leak.

All costs and expenses in connection with the supply pipe and its installation will be at the sole expense of the applicant or property owner. No materials, equipment, labor, or services therefor will be furnished by the Town or by the water district except as to the water meter. The applicant or property owner is totally responsible for any repair to a public road made necessary through the installation of a water service, tap or curb stop.
