A. 
The purpose of this article is to provide a concise and readily available source of reference as to the various licenses and permits required by the City of Hackensack. The enumeration of the various licenses and permits is provided simply as a general reference to the chapter and/or article where specific provisions and regulations concerning such license or permit may be found and shall not be construed as imposing any restriction upon or affecting in any way the provisions of this or any other chapter or ordinance; provided, however, that the fee provisions contained in these enumerations shall be controlling in any case of conflict or inconsistency. Omission or deletion of a particular license or permit from the enumeration, for any reason whatsoever, shall not operate or be construed so as to abrogate or annul any provision or requirement of this chapter or any other chapter or ordinance.
B. 
The adoption of any ordinance or amendment containing provisions requiring a license or permit not already listed in these enumerations shall be construed as adding such license or permit to the appropriate enumeration, whether or not said ordinance or amendment makes specific reference to this chapter. The amendment of any chapter or article of this Code so as to change any provision relating to a license or permit enumerated in this article shall also be construed as making such change in the pertinent enumeration, whether or not such amendment makes specific reference to this chapter.
A. 
The following is an enumeration of the various licenses, miscellaneous services and fees required therefor by chapters and/or articles of this Code.[1]

B. 
Licenses for amusement machines.
(1) 
Amusement machines shall include all amusement games, television or video games, bowling machines, shuffle alley machines, target machines, pinball machines, baseball machines, bagatelle or similar machines and jukeboxes.
(2) 
The annual fee for licensure of amusement machines shall be based on the number of machines in a given establishment. The license fee shall be $100 for the first machine at an establishment. The licensee fee shall be $75 per machine for the second through fifth machines at an establishment. The license fee shall be $50 per machine for each machine over the fifth machine at an establishment.
(3) 
The annual fee for licensure of photo machines shall be $20 per machine.
(4) 
The annual fee for licensure of amusement rides shall be $20 per device.

The following is an enumeration of those licenses and permits which are hereby required but for which no additional provisions or regulations exist in other chapters of this Code. The requiring of such a license or permit and the imposition of a fee is for the purpose of helping to defray the administrative cost to the City of the regulatory scheme only, and all fees collected shall become a part of the general treasury.

B. 
Recreational and cultural programs and events.
(1) 
The City Manager is hereby authorized to set fees and charges for recreational programs, performances and other similar activities sponsored by the City.
(2) 
Said fees and charges shall be based solely upon estimated costs to the City and incidental administrative fees associated with the programs, performances and other activities.
(3) 
In setting such fees and charges, the City Manager is authorized to differentiate between City residents and nonresidents and to authorize discounted fees and charges to children and senior citizens.
C. 
Rental of City Showmobile. With the approval of the City Council, the City Manager may enter into an agreement with another governmental entity for the rental of the City Showmobile at the following rates:
(1) 
For delivery/setup: $400.
(2) 
Four-hour minimum (from site delivery to removal: $100 per hour.
(3) 
In addition to the aforesaid rates, the entity renting the Showmobile shall provide a certificate of insurance prior to the event with $1,000,000 auto liability and $200,000 property damage liability, naming the City of Hackensack as an additional insured during the term of use.
D. 
Identification cards. The Police Department shall furnish identification cards to anyone requesting same upon submission of proper proof of qualification for same under alcoholic beverage control laws and regulations.
(1) 
A fee of $5 shall be paid to the Police Department for each such identification card.
E. 
Fingerprinting services; fees.
(1) 
Fingerprinting services will be available to anyone for purposes other than purchase permits for firearms or firearms identification cards. The fee for this fingerprinting service shall be $10 for up to two cards.
(2) 
The Police Department shall provide fingerprinting for noncriminal purposes for any resident of Hackensack under the age of 18. This fingerprinting service is provided for purposes of aiding identification of missing persons under the age of 18. The following provisions shall apply to this fingerprinting:
(a) 
Fingerprinting must be requested and be conducted with permission and consent of both the minor and the parents, guardians or anyone having legal custody of the minor.
(b) 
Fingerprinting shall be conducted at the minor's residence, school or the Hackensack Police Department.
(c) 
No fee shall be charged for fingerprinting of people under 18 years of age.
(d) 
The fingerprints shall be placed on a card which shall be retained by the person requesting this service.
(e) 
The Hackensack Police Department shall keep no record of this voluntary fingerprinting.
