A. There shall be a Finance Committee, consisting of nine members, to
be appointed by the Select Board. Promptly after this bylaw shall
go into effect, the Select Board shall appoint from the registered
voters of the Town three members of said Committee to serve for the
remainder of the present municipal year, three to serve until the
expiration of the next following municipal year, and three to serve
until the expiration of the two next following municipal years, and
each year thereafter the Select Board shall appoint from said registered
voters three members of said Committee to serve for three years. All
duly appointed members of the Committee shall continue as such until
their successors are chosen.
B. The Select Board shall fill by appointment vacancies in the Committee
at any time occurring by reason of death, resignation, or any other
cause.
The Committee shall organize each year by the selection of a
Chairman and a Clerk. The Clerk shall keep records of the doings of
the Committee.
The Finance Committee shall consider all Articles and Warrants
for all Town Meetings and Referenda and shall report its recommendations
before each meeting or vote in print or at a public meeting for that
purpose.

The Finance Committee shall have authority at any time to investigate
the books and account of any department of the Town, and to employ
such expert and other assistance, with approval of the Select Board,
as it may deem advisable for that purpose; and the books and accounts
of all departments and officers of the Town shall be open to the inspection
of the Committee and any person employed by it for that purpose.
No paid Town officer or paid Town employee shall be eligible
to serve on said Committee.
The report of said Committee shall be contained in the next
Annual Town Report.

The Finance Committee shall submit a budget at the Annual Town
Meeting.

The Finance Committee shall review and make a recommendation on all contracts exceeding the amount set forth in §
49-7 of Chapter
49, Contracts; Procurements, and shall conform to the procedures outlined in said section.
