No parade, procession or pedestrian road race shall be held
or conducted in the Village unless a license therefore shall have
been granted by the Chief of the Police Department.
Any person wishing to use any street or public place in the
Village for a parade, a procession or a pedestrian road race shall
make an application therefore to the Police Chief at least seven days
before the proposed event is to occur. Such application shall state
the route proposed and the nature of the event and the number of participants
therein. The Chief of Police may modify the proposed route of the
event and add such other conditions as are deemed necessary for the
protection of vehicular and public traffic, and the general safety
and the health and welfare of the public.
If it appears that there would be no unreasonable interference
with traffic movement or public health and safety, the Police Chief
shall issue a license for the time and the approved route together
with such other conditions as are deemed necessary.
The Chief of Police in his discretion, in assessing the effects
of such event on vehicle and pedestrian traffic and costs to the Village
to monitor and regulate the event for the safety, health and welfare
of the general public, may deny a license for a commercial parade.
A.
A parade, procession or pedestrian road race license application
processing fee shall be set by the Village Board of Trustees in such
amount as will be commensurate with the processing cost to the Village
therefore.
B.
A separate, one-time administration fee shall be set for the regulation,
monitoring and control of the parade, procession or pedestrian road
race in such amount as is fixed by the Mayor and Board depending upon
the conditions, circumstances, route, number of participants, data
and time of the proposed event.
