The initial license and annual renewal fee for each limousine service shall be $50 plus $10 for each limousine which is covered under the required insurance policy. The license fee shall be payable on or before October 1. The licensing period shall extend from October 1 until the following September 30.
A. 
The owner of the limousine shall comply with the requirements of N.J.S.A. 48:16-14 and file with the Municipal Clerk an insurance policy of a company duly licensed to transact business under the insurance laws of this state in the sum of at least $1,500,000 against loss by reason of the liability imposed by law upon every limousine owner for damages on account of bodily injury or death suffered by any person as the result of an accident occurring by reason of the ownership, maintenance or use of the limousine upon any public street.
B. 
The owner of the limousine shall comply with the execution and delivery of the power of attorney requirement set forth in N.J.S.A. 48:16-16. The power of attorney must be executed and delivered to the Division of Motor Vehicles wherein the owner shall appoint the Director of the Division of Motor Vehicles his true and lawful attorney for the purpose of acknowledgement of service of process.
No limousine shall be operated unless it is equipped, in accordance with the provisions of N.J.S.A. 48:16-22.1, with the following:
A. 
A two-way communications system or mobile telephone which shall provide for communication to a person outside the vehicle for a distance of not less than 100 miles.
B. 
A first-aid kit and operable fire extinguisher, which shall be accessible inside the vehicle.
C. 
If the height of the vehicle floor is 10 inches or more above ground level, the vehicle shall be equipped with sideboards attached to the permanent body construction of the vehicle.
D. 
The owner of the limousine service shall maintain records of the examination of the condition of each limousine in his service which report shall be subject to inspection by the Division of Motor Vehicles.
Owners of limousine services and all applicants for employment as drivers or operators of limousines shall comply with state law regarding background and criminal investigation requirements as well as testing for controlled dangerous substances.
The operator who is found guilty after a hearing in Brick Municipal Court of a violation of any of the following shall be subject to the following fines:
A. 
Operation of a limousine service without a valid license:
(1) 
First offense: $1,000.
(2) 
Second offense: $1,000 and suspension of business license for 30 days.
(3) 
Third offense: $1,000 and suspension of business license for 180 days.
