As used in this article, all words, terms and phrases shall have the meaning ascribed to them in the Pennsylvania Vehicle Code, 75 Pa.C.S.A. § 101 et seq., as amended (hereinafter "Vehicle Code").
In accordance with the authority vested in the Borough of Tyrone by § 3354 of the Vehicle Code, there are hereby established the following handicapped and/or disabled veteran parking spaces:

A. 
Requirements for receiving handicapped and/or disabled veteran parking space. Any person requesting establishment of a handicapped and/or disabled veteran parking space shall file a Borough-approved application with the Borough of Tyrone Police Department together with proof that said person has received from the Commonwealth of Pennsylvania a license plate indicating thereon that said person is handicapped and/or is a disabled veteran. No such request shall be granted without proof of the receipt of such license plate with proof of the same being required to continue the existence of such parking space as set forth in Subsection B, Term of existence. The Chief of Police shall have the discretion to limit the number of said parking spaces on any given block within the Borough of Tyrone when the said Chief of Police deems the same to be for the protection of the safety of the residents of the Borough. The Chief of Police shall be empowered to grant and/or rescind handicapped and/or disabled veteran parking spaces in accordance with this article on a temporary basis.
B. 
Term of existence. The handicapped and/or disabled veteran spaces authorized by this article shall remain in existence until otherwise determined by the Borough. On or before the 31st day of January every year, all private persons, or any person acting on his or her behalf, granted a handicapped parking space, shall verify in writing, to the Chief of Police, that said person continues to require a handicapped and/or disabled veteran parking space. In the event such space is no longer required, or the Chief of Police does not receive such verification of continuing need, the Borough may terminate the existence of such handicapped and/or disabled veteran parking space.
The Chief of Police of the Borough of Tyrone, or designee of the Chief, is hereby authorized to install the appropriate sign or other indicia at all handicapped and/or disabled veteran spaces established by the Borough of Tyrone in accordance with the regulations established by the Vehicle Code. Cost of the same shall be established by the Borough of Tyrone from time to time and shall be borne by the person requesting establishment of a handicapped and/or disabled veteran parking space prior to installation of any signage or other indicia denoting said parking space.
Any person who shall unlawfully park any vehicle in any handicapped and/or disabled veteran parking space herein established shall upon conviction thereof be guilty of a summary offense and shall be sentenced to pay a fine of not less than $50 nor more than the greater of $200 or the maximum amount allowed under the Vehicle Code.
