As used in this chapter, the following terms shall have the
meanings indicated:
Must be a nonprofit corporation incorporated under the laws
of the Commonwealth of Pennsylvania or an unincorporated association
which has a duly elected president, vice president, secretary and
treasurer and which meets on a periodic basis and keeps minutes and
records of its business transactions, especially money collections
and disbursements.
A.
Requests for contributions, which may include either a grant or loan,
from the Tyrone Borough general funds may be submitted between March
1 and June 30 of each year.
B.
Under unusual circumstances and/or emergency situations, requests
for assistance may be submitted for consideration at any time.
A.
Application requests will be in written form over the signature of
the highest official of the organization at the local level. Justification
of the need must be sufficient to permit evaluation by the Council.
B.
Newly formed organizations will be considered after one full year
of operation.
C.
No organization shall consider it a right to be awarded public funds
for its operation.
The following items are the minimum criteria, and all must be
met by the organization requesting funds:
A.
The organization shall be a duly chartered and/or licensed public
nonprofit organization.
B.
Organization membership cannot exclude any individual because of
race, color, creed or sex.
C.
Age requirements for organization membership must be defensible.
D.
The organization shall have no adverse impact on any select group
or individual, which includes the handicapped. "Handicapped" means
impairment physically, mentally or emotionally and an individual with
physical attributes which tend to be a barrier.
E.
Selection devices cannot be used by the organization which would
tend to eliminate or limit the number of participants or to select
only the best qualified or individuals with the most potential.
F.
Organizations must provide a financial statement for the previous
year's activities.
Applications or requests for funds may be disapproved by the
Borough Council without justification and without right of recourse
of appeal.
A.
Where a number of community leagues are organized to provide recreation
through youth sports, such as baseball, football, soccer, etc., all
will share proportionally.
B.
Organizations determined to be providing the most valuable services
to the community will receive the greatest contributions for monetary
awards.
The standing Recreation Committee of the Tyrone Borough Council
will review all requests and make recommendations to the Tyrone Borough
Council.[1]
