Except as provided under the provisions of N.J.S.A. 40:67-16.7,
as amended and supplemented, which permits the temporary closing of
streets for the provision of recreational facilities, no person shall
construct, erect or maintain any device, structure, equipment or other
thing in or within 10 feet of the edge of any street, road, lane,
alley or other public thoroughfare in the Borough, the purpose of
which is to encourage, facilitate or assist in the utilization of
any such street, road, lane, alley or other public thoroughfare for
any sport, athletic or other recreational activity which shall obstruct
or have the potential effect of obstructing vehicular traffic.
