There is hereby established a committee to be
known as the Township of Wall Citizens Committee on Affordable Housing
(CCAH). The CCAH shall consist of 11 members; seven of the members
will be resident representatives and four of the members shall be
representatives of the Township and Board of Education.
A.
Initially, the Township Committee shall appoint three
members for a one-year term, two members for a two-year term and two
members for a three-year term. These terms shall commence retroactively
to January 1, 2009. Thereafter, the Township Committee shall appoint
or reappoint members for three-year terms. There shall be at least
one, but no more than four members from each of the four primary school
districts.
B.
The Mayor shall designate two members of the Township
Committee to serve as liaison between the CCAH and the governing body.
The Township Committee members shall be appointed or reappointed to
one-year terms.
C.
The Township Administrator or a designee and the President
of the Board of Education shall be appointed as members of the Committee.
The individuals who hold these positions shall be appointed by the
Township Committee to the CCAH for a one-year term. Should these appointees
cease to hold their office, the appointment will terminate and the
current holder of said position shall be appointed as a member of
the CCAH.
D.
A vacancy occurring on the Committee otherwise than
by expiration of a term shall be filled for the unexpired term in
the same manner as an original appointment. All members of the Committee
shall serve without compensation.
E.
All members shall be selected on the basis of their
qualifications, fitness and desire to fulfill and advance the objectives
and purposes of the Committee as defined herein.
F.
The Township Committee shall have the discretion,
upon recommendation from the CCAH or the Township Administrator to
remove any member appointed to the Committee who are not fulfilling
their duties and responsibilities.
The Committee shall conduct an organizational
meeting and shall organize as set forth herein within 30 days of the
date of the final adoption of this article. Thereafter, an annual
organizational meeting shall be conducted during the first meeting
of the Committee in January of each year.
A.
The Committee shall elect a Chairperson whose duties
will be to fix meeting dates, conduct the meetings, appoint subcommittees
and arrange the activities and functions of the Committee so the business
shall be accomplished in an orderly and productive fashion.
B.
The CCAH shall also elect one of its members as Vice
Chairperson, whose duties are to assist the Chair.
C.
The Board shall also elect one of its members as secretary,
whose duties shall be to record the minutes of all meetings and to
receive and transmit all correspondence of the CCAH.
The CCAH shall serve at the discretion of the
Township Committee and work cooperatively with the Township's Mount
Laurel Subcommittee on issues surrounding the Township of Wall's affordable
housing mandates.
A.
The CCAH shall meet at least quarterly, or upon call
of the Chairman. Actions shall be by a majority vote of all the members.
The meeting place and time shall be such as may be determined by the
Committee.
B.
The CCAH shall keep records of its meetings and activities
and shall make an annual report on or before December 1 of each year
and submit this report to the Township's Mount Laurel Subcommittee.
The report shall be comprehensive in detail concerning the operations
and activities of the CCAH during the preceding year.
The CCAH may request from the Township Administrator
such assistance as may be proper and reasonably necessary to aid it
in the performance of its duties.
The CCAH shall be a resource for the residents
of Wall Township, committee groups and the Township's Mount Laurel
Subcommittee and shall assist in the gathering and dissemination of
information with regard to the Township's affordable housing obligation
and promote a greater public awareness of the Fair Housing Act and
the Rules of the Council of Affordable Housing.
