It is declared the intent of the Township Board of Commissioners
that this article is precautionary and that the effect of this article
is implicit and implied in all ordinances heretofore enacted. However,
the Township Board of Commissioners enacts this article to establish
with certitude the requirement for an application and issuance of
a permit for any use or change of use of any real estate in the Township.
Prior to the use, occupancy, construction, alterations, change
of possession, sale, lease, improvements or repairs to any real estate
in the Township of North Versailles, the owner of the same or any
other party in interest must first apply for and obtain a permit from
the Building Inspector. A signed and duly issued permit from the Building
Inspector shall be a necessary condition precedent to any of the events
set forth in this chapter. Such events shall include but are not limited
to construction, repairs or alterations to buildings, land or any
of the conditions thereon, the occupancy or use of any dwellings,
vacant land or improvements of any nature. It shall apply to commercial,
industrial and residential properties.
The purpose of this article is to better enable Township officials
to enforce land use and taxing ordinances and other ordinances enacted
by the Township Board of Commissioners.

Any owner, lessee, party in possession or party in interest
of any real estate or property within the Township of North Versailles
who or which does not first apply for and obtain a permit shall not
be entitled to occupy, use, build, erect, raze or perform any other
alterations, construction or any other act or make any other use of
real estate within the Township of North Versailles. If any person
or entity does undertake any of the acts set forth herein without
having first obtained a duly issued permit, said entity or person
shall be guilty of an offense for each day that the use or occupancy
is made, activity conducted, repairs or alterations made without said
permit. Upon conviction thereof, the offender shall be subject to
a $600 fine for each such day of infraction and/or 30 days in jail.
The Building Inspector is hereby authorized to prepare forms
to be used by applicants to apply for permits which shall include
all necessary information at the discretion of the Building Inspector.
The Building Inspector is also authorized to prepare forms for the
issuance of permits. Such forms shall be approved by the Township
Board of Commissioners by simple resolution without amendment to this
article.
