A.
There is hereby established in the Township of Saddle
Brook a State Uniform Construction Code enforcing agency to be known
as the "Uniform Construction Code Enforcing Agency," consisting of
a Construction Official, Building Subcode Official, Plumbing Subcode
Official, Electrical Subcode Official, Fire Protection Subcode Official
and such other subcode officials for such additional subcodes as the
Commissioner of the Department of Community Affairs, State of New
Jersey, shall hereafter adopt as part of the State Uniform Construction
Code. The Construction Official shall be the chief administrator of
the Enforcing Agency.
B.
Each official position created in Subsection A hereof shall be filled by a person qualified for such position pursuant to P.L. 1975, c. 217, as amended, and N.J.A.C. 5:23, provided that, in lieu of any particular subcode official, an on-site inspection agency may be retained by contract pursuant to N.J.A.C. 5:23. More than one such official position may be held by the same person, provided that such person is qualified pursuant to P.L. 1975, c. 217, and N.J.A.C. 5:23 to hold each such position.
C.
The public shall have the right to do business with
the Enforcing Agency at one office location, except for emergencies
and unforeseen or unavoidable circumstances.
Appeals from the decision of the Enforcing Agency
relating to the Uniform Construction Code shall be made to the Construction
Board of Appeals of the County of Bergen in accordance with the procedures
established by the County Board of Appeals.

A.
The
fee for plan review, where applicable, is computed as a percentage
(20%) of the fee for a construction permit and shall be paid at the
time of submission of an application for a permit. Plan review fees
are not refundable.
B.
The
fee for a variation as per N.J.A.C. 5:23-2.10 shall be $50.
D.
The fee for a construction permit shall be the sum of the subcode fees listed in Subsection D(1) through (5) hereof and shall be paid before the permit is issued.

Commercial swimming pool registration. With respect to commercial
swimming pools and spas that are open year round, the permit fee is
$400. For those that are open seasonally, the permit fee is $300.
There will be a late fee charge in the amount of $100 for any payment
that is 30 days past due.
(7)
Fee exemptions.
(a)
All
fees required by this section shall be waived for members in good
standing of the Saddle Brook Volunteer Fire Department and the Saddle
Brook Volunteer Ambulance Corps.
(b)
Veterans are also exempt from said fees. "Veteran" is defined
as an individual who was honorably discharged or released under honorable
circumstances from active duty in the Armed Forces of the United States,
or presently serving in active duty. The veteran must provide official
documentation showing that they were honorably discharged or released
under honorable circumstances from active duty or are presently engaged
in active duty.

A.
The establishment of fire limits is hereby delayed
as provided by law until July 1, 1977.
B.
The Construction Official shall prepare and submit
to the Township Council, biannually, a report reevaluating the delineation
of the fire limits. This report shall indicate the recommendations
of the Construction Official, the Building Subcode Official and the
Fire Subcode Official regarding those areas which should be designated
as within fire limits, with the reasons therefor.
