The Board of Trustees of the Public Library shall have charge
of the library and all matters pertaining thereto. They are authorized
to obtain and pay for out of the money appropriated by the Town for
the purpose of the library, the services of a library staff, and make
such rules and regulations for the proper management and government
of the library and the use of the books and materials therein as they
may deem best for the public good. They shall have the entire custody
and management of the library and reading room, and all money raised
or appropriated by the Town for its support and maintenance, and may
draw orders signed by a majority of the Board of Trustees on the Town
Treasurer for such money or any part thereof.
The Trustees, as provided in Chapter
50 of these Bylaws, shall annually make a report to the Town of all the receipts and expenditures and of all property in their care and custody, including a statement of any unexpended balance of money, with such recommendations, if any, as they may deem necessary.
