The Board, and other duly authorized representatives of the
Board, bearing proper credentials and identification, shall be permitted
to enter, at reasonable times (without prior notification), all residential/business/commercial
and industrial properties for the purposes of inspection, observation,
measurement, repair, maintenance, sampling, and testing in accordance
with this bylaw or applicable rules and regulations. The Board or
their representatives may inquire into metallurgical, chemical, oil,
refining, ceramic, paper, or other industrial activity bearing on
the kind and source of discharge to the public sewers, natural outlets,
or sewage works.
The Board, and other authorized agents of the Town, bearing
proper credentials and identification, shall be permitted to enter
upon all private properties through which the Town holds an easement
for the purposes of, but not limited to, inspection, observation,
measurement, sampling, repair, maintenance, and testing of any portion
of the sewage works lying within said easement. All entries and subsequent
work, if any, on said easement, shall be done in full accordance with
the terms of the easement.
Any person or entity failing to arrange for, or refusing, entry or inspection under the provisions of the bylaw or any applicable rules and regulations shall be in violation of the bylaw and shall be subject to the fines and other penalties and enforcement action set forth in Article
VII.
