As used in this article, the following terms shall have the meanings indicated:
SOLID WASTE TRANSPORTATION VEHICLE
Any tractor-propelled trailer of any type containing solid waste destined for processing at a solid waste transfer station facility, recycling center or solid waste disposal facility, inclusive of landfills or resource recovery facilities located either within or outside the State of New Jersey. The definition of "solid waste transportation vehicle" shall expressly exclude any and all vehicles utilized for the curbside collection of solid waste or the collection of solid waste from any commercial or industrial business establishment.
The following routes for solid waste transportation vehicles utilizing the solid waste transfer station facility located at 445 Main Street, Lodi, New Jersey, are hereby established as follows:
A. 
Inbound to 445 North Main Street, Lodi, New Jersey:
(1) 
Route 46 (from either eastbound or westbound) to Outwater Lane eastbound to North Main Street southbound only.
B. 
Outbound from 445 North Main Street, Lodi, New Jersey:
(1) 
North Main Street northbound to Outwater Lane westbound to Route 46 (either eastbound or westbound) only.
Enforcement of the rules, regulations, requirements and obligations created by operation of the within article shall be accomplished through the Borough of Lodi Police Department, and such enforcement authority in and by the Lodi Police Department is expressly created hereby. All complaints issued by the Lodi Police Department alleging a violation of the rules, regulations, requirements and obligations created by operation of the within article shall be returnable before and adjudicated by the Municipal Court of the Borough of Lodi.
Upon the entry of a plea of guilty to any complaint issued in accordance with § 480-38 of the within article, or upon a finding of guilty by the Municipal Court of the Borough of Lodi with regard to any complaint issued in accordance with the terms of the within article, the following fines and penalties shall be applied as to each offense: a monetary fine in the amount of $1,000.
