As used in this article, the following terms shall have the meanings indicated:
PARKING LOT
Any open area or vacant property where motor vehicles are housed, stored or parked for a fee in condition ready for use and maintained, kept or used for the accommodation of owners or users of said vehicles, and any open area or vacant property accessory to a commercial, school, church, municipal, park or other public use where motor vehicles are housed, stored or parked in condition ready for use and maintained, kept or used for the accommodation of the owners, tenants, occupants, patrons or employees, members or visitors of schools, churches and municipal, park and other public buildings excluding, however, any parking lot which has been surfaced with asphalt or cement concrete prior to the effective date of this article.

In order to minimize atmospheric pollution and to reduce the amount of dirt, mud, debris or other substances, whether liquid or solid, from being deposited upon the streets, public ways and sewers in the Village, it shall be unlawful for any person, firm or corporation to maintain, keep or conduct, or cause to be maintained, kept or conducted, any parking lot within the Village unless the entire surface thereof is graded and is covered with either portland cement concrete or asphalt concrete. Such concrete shall meet the specifications for driveways prescribed by the Subdivision Regulations for the Village of Flossmoor, Illinois, which specifications are incorporated herein by reference.

All applicable provisions of the Village relating to stormwater drainage shall apply to all parking lots. In the discretion of the Director of Public Works, curbs, gutters and inlets may be required to effectuate an acceptable drainage design in accordance with good engineering practice, in order to eliminate or minimize surface drainage over or across adjacent private property or public ways, which could otherwise create a safety hazard for pedestrian or vehicular traffic.
Curb blocks allowing flow-through of stormwater and permanently anchored by pins to the pavement surface, or solid curbs conducting stormwater to inlets, shall be installed where the Director of Public Works determines a barrier to be necessary in order to prevent vehicles in the parking area from encroaching over or across adjacent private property or public ways and thereby creating a safety hazard for pedestrian or vehicular traffic.

To the extent not inconsistent with any other provisions of this article, all of the regulations for off-street parking and loading set forth in the Flossmoor Zoning Ordinance, which provisions are not incorporated herein by reference, shall apply to all parking lots.[1]
