The Village Board may propose the designation of areas within the Village as business districts and approve specific plans for business districts pursuant to the Business District Development and Redevelopment Act, 65 ILCS 5/11-74.3-1 et seq. (the "Act"), and this article.
The Village Board shall have the authority designated by the Act and this article.
A. 
Prior to designation of an area as a business district, the Village shall develop a specific plan to maintain or revitalize the area, to provide opportunities to develop or redevelop the area, and/or to attract sound and stable commercial growth to the area.
B. 
Such proposed business district plan should conform to the Comprehensive Plan of the Village. The plan shall be made available for public inspection prior to fixing the time and place for public hearings to consider the designation of an area as a business district of the Village and final approval of the plan.
