No person shall engage in the business of scavenger, garbage collection or refuse collection and disposal within the Village limits without first securing a license to conduct such business pursuant to this article.
There shall be one type of scavenger license which permits the holder to service single-family dwellings on a route basis, and also permits the holder to service commercial, industrial and multifamily buildings on a contractual basis.

The annual fee for a scavenger license shall be as set forth in Chapter 150, Fees, Fines and Charges, Article 11, payable on or before May 1 of each year.
All refuse shall be collected and/or hauled in closed, tight, leakproof motor trucks designed so that there can be no spillage and so that they can be easily cleaned. All vehicles shall be cleaned on a regular basis to prevent the breeding of vermin and shall be maintained in good repair.
All equipment and personnel used by the licensee shall comply with all applicable local, state and federal regulations.

All licensees must submit proof of public liability insurance covering operations within the Village in the amount of not less than $1,000,000 for personal injuries, including accidental death to any one person, in the amount of not less than $2,000,000 for each such occurrence, and as to property damage, not less than $1,000,000 for each occurrence.
A. 
It shall be unlawful for any scavenger to collect refuse on any street of the Village between the hours of 5:00 p.m. and 7:00 a.m.
B. 
It shall be unlawful for any scavenger to collect refuse on any street in the Village on any Sunday.[1]

Licensees shall be required to collect recycling and yard waste (i.e., grass clippings, leaves and small brush) that has been separated from normal refuse from all single-family residential customers.
Licenses are not transferable and shall terminate upon sale of the business.[1]

No person other than the recycle licensed by the Village of Flossmoor shall collect or remove any item placed in the curbside collection recycling container.
