[Adopted as Ch. 24, Art. I, §§ 24.102, 24.103, 24.105 and 24.106, of the 1964 Code]
Whenever any word in any section of this ordinance importing the plural number is used, in describing or referring to any matters, parties or persons, any single matter, party or person shall be deemed to be included, although distributive words may not have been used. When any subject matter, party or person is referred to in this ordinance by words importing the singular number only, or the masculine gender, several matters, parties or persons and females as well as males and bodies corporate shall be deemed to be included. The words "person, firm or corporation" shall be deemed to include any association or organization of any kind. Words in the present shall include the future. The words "this ordinance" shall be held and taken to mean the entire Code, including each and every section thereof. The word "Village" whenever used in this ordinance shall be held to mean the Village of Flossmoor. The words "written" and "in writing" may include printing. Provided, that these rules of construction shall not be applied to any section of this ordinance which contains any express provisions excluding such construction or where the subject matter or content of such section may be repugnant thereto.[1]

A. 
Reference to a public office or officer shall be deemed to apply to any office, officer, or employee of the Village exercising the powers, duties or functions contemplated in the provision, irrespective of any transfer of functions or change in the official title of the functionary. These references shall also include the designee or agent of the officer or office, unless the law or the context clearly requires otherwise.
B. 
No provision of this Code designating the duties of any officer or employee shall be so construed as to make the officer or employee liable for any fine or penalty provided in this Code for a failure to perform the duty, unless the intention of the Mayor and Board of Trustees to impose the fine or penalty on the officer or employee is specifically and clearly expressed in the section creating the duty.
All general provisions, terms, phrases, and expressions contained in this ordinance shall be liberally construed in order that the true intent of the Mayor and Board of Trustees may be carried out.
