A. 
The Village Clerk shall be elected and serve for a four-year term and until his successor is elected and qualified, as provided by statute.
B. 
Following receipt of the official election results from the County Clerk, the Village Clerk, having been duly elected and qualified, shall take office and begin his or her term at the first regular or special meeting of the corporate authorities held after May 1 but in no event later than the last regular meeting of the corporate authorities held in the month of May.

Before entering upon his duties of office, the Village Clerk shall execute a bond as provided by statute and Chapter 21, Administration, § 21-1-6, of this Code, conditioned upon the faithful performance of his duties.
The Village Clerk shall seal and attest all contracts of the Village and all licenses, permits and such other documents as shall require this formality.
The Village Clerk shall turn over all money received by him on behalf of the Village to the Village Treasurer promptly upon receipt of the same, and with such money he shall give a statement as to the source thereof.
The Village Clerk shall keep accounts showing all money received by him and the source and disposition thereof, and such other accounts as may be required by statute or ordinance.

The Village Clerk shall keep all records as required by statute. It shall be the duty of the Village Clerk to keep at least one copy of this Code. The Village Clerk shall also keep a separate book containing every amendment or addition passed to this Code.
The Village Clerk shall be the custodian of the Seal, and shall affix its impression on documents whenever this is required.
The Village Clerk shall be the custodian of all documents belonging to the Village which are not assigned to the custody of some other officer.

The Village Clerk shall keep and maintain a proper index to all documents and records kept by him, so that ready access thereto and use thereof may be had.
In addition to the duties herein provided, the Village Clerk shall perform such other duties and functions as may be required by statute or ordinance.
In case the Office of Village Clerk shall become vacant for any reason, the Mayor and Board of Trustees shall appoint a successor as provided by statute.
A. 
There is hereby created the Office of Deputy Clerk. The Village Clerk is authorized to appoint a Deputy Clerk who shall have the power and duty to execute all documents required by any law or ordinance to be executed by the Village Clerk, and affix the Seal of the Village thereto whenever required.
B. 
When signing any documents the Deputy Clerk shall sign the name of the Village Clerk followed by the word "by" and the Deputy Clerk's own name and the words "Deputy Clerk."
C. 
The powers and duties herein described shall be exercised by such Deputy Clerk only in the absence of the Village Clerk from the Village Hall, or when either written or oral direction has been given by the Village Clerk to exercise such power, or the Mayor and Board of Trustees have determined by resolution that the Village Clerk is temporarily or permanently incapacitated to perform such functions.

D. 
Such Deputy Clerk shall have the authority and power herein described, and such further power and authority as may be provided by statute.
E. 
Before entering upon the duties of office, the Deputy Clerk shall execute a bond as provided by Chapter 21, Administration, § 21-1-6, of this Code, conditioned upon the faithful performance of his duties.[1]
