The Village Treasurer shall be appointed by the Mayor and with the advice and consent of the Board of Trustees and shall serve until his successor is appointed and qualified, as is provided by statute. The Village Manager shall serve as the Village Treasurer.
The Treasurer shall give bond as provided by statute and Chapter 21, Administration, § 21-1-6, of this Code. The bond shall be conditioned upon the faithful performance by the Treasurer of the duties of his office, and shall indemnify the Village for any loss due to any neglect of duty or wrongful act or omission on the part of the Treasurer.

The Treasurer shall perform such duties as may be prescribed for him by statute or ordinance. He shall receive all money paid into the Village either directly from the person paying it or from the hands of such other officer or employee as may receive it, and he shall pay out money only on vouchers or orders properly signed by the Mayor and Treasurer, upon order of the Mayor and Board of Trustees.
He shall deposit the Village funds in such depositories as may be selected from time to time as is provided by statute, and he shall keep the Village money separate and distinct from his own and shall not intermingle his own money with it or make private or personal use of the Village funds.
The Treasurer shall keep records showing all money received by him, the source from which it was received, and the purpose for which it was paid out, and he shall keep a record showing at all times the financial status of the Village.
The Treasurer shall keep such books and accounts as may be required by the Mayor and Board of Trustees, and shall keep them in the manner required by the Mayor and Board of Trustees.
The Treasurer shall make monthly reports to the Mayor and Board of Trustees showing the state of the finances of the Village, and the amounts received and spent during the month, which reports shall be filed. He shall make an annual report at the close of the fiscal year with the total amount of all receipts and expenditures of the Village and his transactions as Treasurer during said preceding fiscal year.
The Treasurer shall keep a register of all warrants, bonds or orders filed with him or paid by him, and all vouchers, as is required by statutes.

A. 
There is hereby created the Office of Deputy Treasurer, who shall have all powers and duties granted or assigned to the Treasurer by statute, law in this Code or in any other ordinances of the Village from time to time in effect; provided, however, that said Deputy Treasurer shall exercise such powers and duties only in the absence of the Treasurer, or on written direction by the Treasurer, or if the Mayor and Board of Trustees have determined by resolution that the Treasurer is temporarily or permanently incapacitated to perform such functions.
B. 
When signing any documents the Deputy Treasurer shall sign the name of the Treasurer followed by the word "by" and the Deputy Treasurer's own name and the words "Deputy Treasurer."[1]
