There is hereby created and established a Fire Department, consisting of a Chief, who shall be appointed by the Mayor by and with the advice and consent of the Board of Trustees, and such Assistant Chiefs, Captains, Lieutenants and firefighter as may from time to time be appointed by the Chief within the maximum provided for from time to time by the Mayor and Board of Trustees.
The Fire Chief shall have the control, subject to the order and direction of the Mayor and Board of Trustees, of the Fire Department and all fire apparatus belonging to the Village; whenever any fire apparatus needs repairing, the Fire Chief shall cause the same to be done without delay.

In case of fire, the Fire Chief and his assistants shall rank in the order named, and the officer of the highest rank at the fire shall be the Incident Commander (IC), who shall direct the suppression of the fire, in the best manner possible; and when it may be necessary for the protection of other property and to prevent the spread of the conflagration, the Incident Commander may cause buildings to be removed, torn down or destroyed in the best manner possible.

The volunteers shall consist of so many members as may be decided upon by the Mayor and Board of Trustees.
The Fire Chief shall keep or cause to be kept a record of all meetings of the company, and the attendance of the members, a record of all fires and, during the last week in April of each year, file with the Village Clerk a full report of such records and attendance and fires, which report shall be under oath.
It shall be the function and duty of the Fire Department and every member thereof to extinguish accidental or destructive fires, to prevent the occurrence or spread of such fires.[1]

It shall be and hereby is declared unlawful for any person or persons to enter the Fire Department house or any place where the equipment and apparatus of the Fire Department is stored, at any time except on business pertaining to the Fire Department or other Village business, unless authorized by the Mayor or the Fire Chief and accompanied by an authorized representative of the Fire Department.

A. 
Office created. There is hereby created the Office of Assistant Fire Chief, a full-time Village of Flossmoor Fire Department Office, which shall be filled by appointment from the eligibility list established by the Fire and Police Commission.
B. 
Duties. The Assistant Fire Chief shall be second in command to the Chief of the Fire Department and shall perform such duties as may be assigned by the Chief and/or provided by ordinance and shall report to the Chief.

All full-time Fire Department employees who are appointed by the Fire and Police Commission shall establish residency as required by the Board of Fire and Police Commissioners of the Village of Flossmoor prior to completion of their probationary period.

A. 
Office created. The Office of Fire Captain is hereby created and the Office of "Captain-Training Administrator" is hereby abolished. There shall be three full-time Captain positions in the Fire Department, one of which shall be held by the current "Captain-Training Administrator” and the remaining two positions shall be filled by appointment by the Fire and Police Commission.
B. 
Duties. The Fire Captain shall perform such duties as may be assigned by the Fire Chief or Assistant Fire Chief and as defined within the Flossmoor Fire Department Standard Operating Guidelines. The Captains shall directly report to the Assistant Fire Chief.

A. 
Building department. There is hereby created a Building Department.
B. 
Duties of the department. The Building Department, under the direction of the Building and Zoning Administrator, shall be responsible for the administration and enforcement of the Building, Plumbing, Electrical, Health and Sanitation, Zoning, and Property Maintenance Codes of the Village of Flossmoor together with such other codes as may be assigned to its jurisdiction.
C. 
Organization of the department. The Building Department shall be composed of the following positions, which shall report to the Building and Zoning Administrator as Director.
(1) 
Structural Code Administrator: a part-time employee position, which shall review all building plans for the purpose of advising the Director with the requirements of the Building Code, together with such other duties and authority as may be assigned by the Director.
(2) 
Electrical Code Administrator: a part-time employee position, which shall review all plans for the purpose of advising the Director on compliance with the Electrical Code, together with such other duties and authority required of the Electrical Inspector under the Electrical Code, and such other duties and authority regarding electrical installation as may be assigned by the Director.
(3) 
Plumbing Code Administrator: a part-time employee position, which shall review all plans for the purpose of advising the Director on compliance with the Plumbing Code, together with such other duties and authority required of the Plumbing Inspector under the Plumbing Code, and such other duties and authority regarding plumbing installation as may be assigned by the Director.
(4) 
Sanitation Code Administrator: a part-time employee position, which shall be responsible for inspections for the purpose of advising the Director on compliance with Chapter 163, Food Handling Establishments, of this Code, together with such other duties and authority regarding sanitation as may be assigned by the Director.
D. 
Building and zoning administrator. Wherever the Building Code shall use the term "Building Commissioner" or "Building Official," that title shall mean and be the Building and Zoning Administrator.
E. 
Appeals from administrators. Any person aggrieved by a determination of an Administrator under Subsection C may appeal such determination to the Building and Zoning Administrator for resolution. The Building and Zoning Administrator's determination on appeal shall be final and may sustain, reverse, or modify the Administrator's determination. For purposes of this Subsection E, the Administrator's determination from which appeal is made shall be presumed to be correct.
