Except as otherwise provided in this Chapter, every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be so stopped or parked with the right-hand wheels of such vehicle parallel to and within eighteen (18) inches of the right-hand curb.
A. 
The City Traffic Engineer shall determine upon what streets angle parking shall be permitted and shall mark or sign such streets but such angle parking shall not be indicated upon any Federal-aid or State highway within the City unless the State Highways and Transportation Commission has determined by resolution or order entered in its minutes that the roadway is of sufficient width to permit angle parking without interfering with the free movement of traffic.
B. 
Angle parking shall not be indicated or permitted at any place where passing traffic would thereby be caused or required to drive upon the left side of the street.
On those streets which have been signed or marked by the City Traffic Engineer for angle parking, no person shall park or stand a vehicle other than at the angle to the curb or edge of the roadway indicated by such signs or markings.
A. 
The City Traffic Engineer is authorized to issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of such permit. Such permits may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to such person the privilege as therein stated and authorized herein.
B. 
It shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any such permit.
A. 
Whenever a vehicle is lawfully parked upon a street or highway during the hours between one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise and in the event there is sufficient light to reveal any person or object within a distance of five hundred (500) feet upon such street or highway, no lights need be displayed upon such parked vehicle.
B. 
Whenever a vehicle is parked or stopped upon a roadway or shoulder adjacent thereto, whether attended or unattended, during the hours between one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise and there is not sufficient light to reveal any person or object within a distance of five hundred (500) feet upon such highway, such vehicle so parked or stopped shall be equipped with one (1) or more lamps meeting the following requirements: At least one (1) lamp shall display a white or amber light visible from a distance of five hundred (500) feet to the front of the vehicle, and the same lamp or at least one (1) other lamp shall display a red light visible from a distance of five hundred (500) feet to the rear of the vehicle, and the location of said lamp or lamps shall always be such that at least one (1) lamp or combination of lamps meeting the requirements of this Section is installed as near as practicable to the side of the vehicle which is closer to passing traffic. The foregoing provisions shall not apply to a motor-driven cycle.
C. 
Any lighted headlamps upon a parked vehicle shall be depressed or dimmed.

A. 
It shall be unlawful for any person to stand, park or stop any vehicle at any time in any parking space designated as reserved for handicapped persons by means of a sign upon which is inscribed the international symbol of accessibility and/or the words "Handicapped Parking," whether such space is located upon public property or private property open to public use, unless such person shall have displayed upon his/her motor vehicle either:
1. 
A State of Missouri or other state handicapped license plate;
2. 
A Veterans' Administration handicapped license plate; or
3. 
A handicapped identification card or sticker issued by the City of Washington or any other political subdivision.
B. 
The City Administrator is hereby authorized to issue, without charge, upon submission of appropriate verification, a handicapped identification card or sticker to any person who is legitimately limited in mobility and who has provided to the City Administrator a physician's affidavit establishing such limited mobility. Such cards and/or stickers may be issued for a period of time determined appropriate by the City Administrator and shall be subject to renewal upon such terms and conditions as shall be determined reasonable by the City Administrator. The provisions of this Section dealing with the requirement of a physician's statement may be waived by the City Administrator in the case of persons who are obviously handicapped. Residency within the City limits of the City of Washington shall not be a prerequisite to the issuance of such a card or sticker. The City Administrator is also authorized to revoke any handicapped identification card or sticker issued by the City of Washington upon the presentation of evidence which, in the sole and absolute discretion of the City Administrator, proves that any such card or sticker is being improperly used or abused.
C. 
Parking in a space reserved for the handicapped is an infraction and, upon conviction any person found guilty thereof, may be punished by a fine of not more than one hundred dollars ($100.00).

A. 
Persons may park, store or leave standing any:
1. 
Boat trailers, camping trailers, pickup campers, recreational vehicles or utility trailers may be parked, stored or left standing upon any right-of-way with the following restrictions:
a. 
Overall width shall not exceed seven and one-half (7 1/2) feet and/or overall height, measured from the ground, shall not exceed seven (7) feet.
b. 
Shall not be parked, stored or left standing where not bordering on the owner's residence property.
c. 
Shall not be parked, stored or left standing within the sight distance triangle.
d. 
Shall not be parked, stored or left standing without a current State vehicle license attached.
e. 
Shall not be parked, stored or left standing with any flat tires.
f. 
Shall not be parked, stored or left standing unless parked parallel with street with the curb side tires within four (4) inches of the curb, or within four (4) inches of the street edge where no curb exists.
g. 
Shall not be parked, stored or left standing unless at least one (1) wheel is blocked on each side to prevent rolling.
2. 
Boat trailers, camping trailers, pickup campers, recreational vehicles or utility trailers may be parked, stored or left standing upon owner's residence property, if not parked, stored or left standing within the sight distance triangle or blocking a sidewalk.

3. 
Boat trailers, camping trailers, pickup campers, recreational vehicles or utility trailers while parked, stored or left standing shall not be connected to any sewer connection nor shall the same be occupied except for loading or unloading.
4. 
Notwithstanding the foregoing, boat trailers, camping trailers, pickup campers, recreational vehicles or utility trailers may not be parked on the following streets:

Cedar Street (West Sixth Street south to Oriole Lane)

Dubois Street
East Seventh Street

5. 
Boat trailers, camping trailers, pickup campers, recreational vehicles or utility trailers while parked, stored or left standing on any right-of-way shall have a reflective red or orange placard not less than sixteen (16) inches square displayed at the left rear thereof.
B. 
Any violation of this Section shall be punishable by a fine of not less twenty-five dollars ($25.00) nor more than one hundred dollars ($100.00) for each day a violation exists.
