For purposes of this chapter, the following terms have the meanings
stated:
APPLICANT
An individual or entity that applies for a special event
permit and who assumes liability and responsibility during the special
event for compliance with all applicable local laws and regulations.
SPECIAL EVENT
Any non-City-affiliated, outdoor event held on City property,
including but not limited to any public street, sidewalk, park or
other greenspace in the City, or deemed to significantly impact the
City.
