A. There
shall be a Board of Police Commissioners and a Chief of Police, and
the Police Department personnel.
B. A majority
of the Board of Police Commissioners shall constitute a quorum for
the transaction of business and no action shall be taken by the Board
without the concurring vote of three (3) members.
C. In addition to the powers and duties set forth in Section
6.08 of the Bridgeton Charter, the Board shall possess the following powers and perform the following duties:
1. They shall publish a manual recommended by the Chief of Police, consisting of rules and regulations for the conduct, qualifications and discipline of the Police Department personnel, as provided by Section
6.08 (B)(4) of the Charter, which shall contain the following and such other items as may be recommended by the Chief of Police.
c. Personnel
grievance procedure.
d. Personnel
promotion system.
e. Personnel
disciplinary procedures.
2. In the event of an appeal to the Board of Police Commissioners pursuant to Section
6.08 (B)(3) of the Charter, the Board of Police Commissioners shall:
a. Dismiss
any such appeal unless it has been filed within ten (10) days after
the action complained of.
b. Hold
a hearing upon a timely appeal within thirty (30) days after the date
such appeal is filed, unless the appellant shall agree to a later
date for such hearing.
c. Render
a written decision upon such appeal and hearing and submit its decision
to the appellant within seven (7) days.
D. The Chief
of Police shall have the following powers and perform the following
duties:
1. He shall
be in charge of the management and operation of the Police Department
and be responsible to the Mayor for such management and operation.
2. He shall
administer disciplinary action as prescribed by the rules and regulations.
3. He shall
have authority to promote employees of the Department in accordance
with the rules approved and adopted by the Police Commission, in accordance
with Section C(1)-(d) of this Chapter.
4. He shall
be responsible for the training and recruitment of personnel.
5. He shall,
in addition to all other duties, promulgate and administer any other
procedures, policies and operational memoranda necessary or appropriate
for the establishment and conduct of an effective Police Department.

Bridgeton Police Officers eligible for or certified as Police
Officers by the Missouri Department of Public Safety as defined and
in accordance with provisions of RSMo. Chapter 590, shall possess
the duty and power of arrest for violation of the general criminal
laws of the State, or for violations of the ordinances of the City
of Bridgeton.

A. The Chief
of Police is hereby empowered to make and enforce reasonable regulations
governing traffic in case of an emergency or special conditions which
the public safety, convenience and expedient flow of traffic may demand.
B. Said
regulations shall be made a matter of record and kept in the City
Clerk's office for public inspection and shall be effective for the
duration of the emergency or special conditions, but no longer than
four (4) weeks.

A. The Chief
of Police shall have authority to appoint qualified private individuals
from time to time in such number as he may deem necessary to assist
the Police Department in traffic control functions. Such appointment
shall be made in writing and the Chief of Police shall designate therein
the term for which such assistants shall serve and the duties to be
performed by them.
B. The Chief
of Police may delegate the selection of the specific individuals to
serve as Police Assistants under this Section to the employer of such
individual, provided that the individuals selected by the employer
are private watchmen licensed by the City of Bridgeton or other governmental
agency and are otherwise qualified to perform the duties designated
by the Chief of Police in the letter of appointment.
C. No one
appointed hereunder shall have the power of arrest or the power to
serve and execute warrants. No one appointed hereunder shall be considered
a member of the Bridgeton Police Department.
D. The City
of Bridgeton will not be in any way liable for any action of any individual
who shall be appointed hereunder.
