In accordance with Section 350.140 of this Title, no person shall operate any commercial motor vehicle with a Mfg rated capacity over three-fourths (3/4) ton on roads or streets described in this Schedule, except that such vehicles may be operated thereon for the purpose of delivering or picking up materials or merchandise upon the restricted streets or parks.
