The Council may establish boards and commissions in addition
to those established by this Charter or as may be authorized by law,
but may not abolish those established by this Charter. The following
general provisions apply to all boards and commissions established
by this Charter, with the exceptions of the board of adjustment and
the park board:
1. Qualifications. Each board or commission member
shall be a registered voter, resident of the City and, except for
the ex officio member, shall hold no other office in the City government.
2. Compensation. Board and commission members shall
serve without compensation, but funds shall be provided in the annual
budget for the payment of reasonable and necessary expenses to be
incurred by such boards and commissions.
3. Appointment. The Mayor shall make and Council approve
all board and commission appointments. Each board or commission member
shall be appointed for a two (2) year staggered term and shall be
eligible for re-appointment for two (2) consecutive terms. The Mayor
shall appoint one (1) member as chairman and one (1) City Council
member as an ex officio member of each board or commission.
All board and commission appointments shall be made on or before
June thirtieth (30th); board and commission members to take office
on July first (1st).
4. Vacancies. If a vacancy should occur, it shall be filled by the Mayor as provided under Section
2.05(D).
5. Procedure. Each board or commission shall keep a
journal and minutes of its proceedings and maintain such as public
record. All commission meetings shall be open to the public.
Each board and commission shall be responsible for submitting
a written report of its activities to the Mayor at least once each
month prior to the first (1st) regular monthly City Council meeting.
6. Additional powers. In addition to the powers herein
assigned, each board and commission shall have such other responsibilities
and powers as may be assigned to it by ordinance.
The park board shall be constituted and organized under this
Charter as provided by City ordinances and Missouri State Law.
