The Councilman-at-large and each Councilman shall take the oath
and possess the qualifications and perform such duties as are provided
by State law, City ordinances and the City Charter.

In case of a vacancy in the office of Mayor or his/her being
unable to perform the duties of his/her office by reason of temporary
or continued absence or sickness, the Councilman-at-large shall be
vested with all the powers and perform all the duties as Mayor until
the Mayor shall resume his/her office or the vacancy be filled by
a new election.

The Councilman-at-large and each Councilman shall be fire wardens
and conservators of the peace and shall be exempt from jury duty during
their term of office.

If any Councilman shall, after his/her election, change his/her
place of residence from the ward from which he/she was elected, his/her
office shall thereby be vacated.

It shall be the duty of each Councilman to attend all regular,
adjourned or called meetings, when duly notified, of the City Council,
unless excused by the Mayor, or unless the City Clerk shall be notified
by the Councilman of his/her inability to attend a Council meeting
at least twenty-four (24) hours in advance of such anticipated absence.
The City Council shall fix the compensation of all the officers
and employees of the City by ordinance. The salary of an officer shall
not be changed during the time for which he/she was elected or appointed.
