The regular meetings of the City Council shall be held on the second (2nd) and last Monday of each month of each year at 5:30 p.m. at the Council Chambers in the City Hall Building, except when the day of any meeting would fall on a legal holiday as defined by Federal or State law, in which event the meeting shall be on the following Tuesday at the forgoing place and time. The City Council reserves the right to from time to time change the date, place and time upon the majority vote of at least a quorum of the Council or by a consensus of the majority of the Council, said consensus to be confirmed by vote at the said changed meeting.

Special meetings of the City Council may be called by the Mayor or upon the request of any two (2) Councilpersons by requesting the same through the City Clerk and providing the City Clerk with the proposed agenda. The City Clerk will give all notices required by State law of such special meetings and the City Clerk will use reasonable means to give notice as soon as practical to all Councilpersons and the Mayor of the time, date, place and agenda of the special meeting. The Mayor and Councilpersons may waive notice in writing or by attending the meeting.

Robert's Rules of Order, Newly Revised, published by Scott, Foresman and Company, shall govern the City Council in its deliberation in cases not otherwise provided for by Statute, ordinance, rule or regulation. Provided however, references in such rules to "Mr. President" shall read "Mr. Mayor".

A. 
Any person desiring to address the Council by oral communication on a current agenda item shall first secure the permission of the Presiding Officer.
B. 
The Mayor, any City Councilperson, or any citizen wishing to have a matter on the agenda at a regular meeting of the Council shall submit such item to the City Clerk not later than noon on Wednesday prior to the meeting date, provided that the Mayor or any two (2) Councilpersons may approve the addition of late filed items on the tentative agenda. The City Clerk shall place all such items received on the tentative agenda for the next regular meeting of the Council. The Council at such meeting may elect to remove any item from the tentative agenda or reschedule the item for a subsequent meeting.
C. 
The Mayor, or two (2) Councilpersons, may request a special Council meeting and place items on the tentative agenda for such special meetings.
D. 
Each person addressing the Council shall step to the podium in front of the Presiding Officer and shall give his/her name in an audible tone of voice for the record and unless further time is granted by the Council, his/her address shall be limited to five (5) minutes.
E. 
All remarks shall be addressed to the Council as a body and not to any member thereof.
F. 
No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the Council, without the permission of the Presiding Officer.
G. 
No question shall be asked of a Council member except through the Presiding Officer.
H. 
The portions of this Section shall be severable. In the event that any portion of this Section is found by a court of competent jurisdiction to be invalid, the remaining portions of this Section are valid, unless the court finds the valid portions of this Section are so essential and in separably connected with and dependent upon the void portion that it cannot be presumed that the City Council would have enacted the valid portions without the invalid one, or unless the court finds that the valid portions standing alone are incomplete and are incapable of being executed in accordance with the legislative intent.
